I don't think this is what the OP is saying. They know how PvP tribute works. They're saying that the PVP opponents in Tales of Tribute should not choose their own decks at deck selection stage.
That said I agree with @Fischblut that the potential downside would be not giving players the chance to play with decks they don't have.
One option would be to just have a button to tell the NPC to choose again, rather than having to concede the match.
I still haven't done any quest lines to unlock additional fancy card decks, I only have Mora and Red Eagle as fancy options. It's the reason I love when NPCs and players select their patrons from other DLC decks - so I can play with new cards

I don't think this is what the OP is saying. They know how PvP tribute works. They're saying that the PVP opponents in Tales of Tribute should not choose their own decks at deck selection stage.

I understand that my response isn't what they're actively looking for, but the way I see it, if you're complaining about "annoying combinations" when battling NPCs, you have bigger problems than "let me pick their patrons too", problems like "I always lose against this combo".
If you truly wish to test combos, go battle a friend.
Yes, there are annoying combinations, like Red Eagle + Crow, or Celarus + Druid, or Rajhin + Almalexia, or all of Alessia. Until deck banning exists, the best way to learn is to actively practice using those decks.
