@ZOS_Icy could you please not close threads which are still relevant? Yes, it's a 8 year old bug thread. And yes, it is still not fixed so it is unfortunately still relevant. Thank you for your understanding.
Especially relevant in the light of the new change from the 9.1.0 patch notes:
While grouped, you can no longer leave an instanced area while in combat.
@ZOS_GinaBruno could you confirm that the ages old stuck in combat bug was fixed alongside this change? Because if isn't then this change will be a [snip], as then without breaking up the group it will be impossible to leave the instance while stuck in combat.

Based on the below message from earlier today, posted by @ZOS_RichLambert (slashlurk) in the Bethesda stream, I'm going to guess they have not fixed the combat bug. Oddly, Rich's off handed comment in that twitch chat is the only time I personally have seen zenimax acknowledge this as even being an issue.

I can't tell you how many times I've died, respawned at the Alliance Gate, only to STILL BE IN COMBAT for some reason... and be told at the wayshrine that I can't leave Cyrodiil while still in combat... With fewer large groups of players at fights (or able to easily return), it almost feels like a built-in attrition strategy to reduce server load and crashes at the expense of player comfort.
Probably because being stuck in combat also feels like suffering.

it's a joke? 8 years !!! [snip] you have to answer to your customers regarding a bug that you never fixed in years , furthemore you still don't fix in the next patch . this is unacceptable , i opened several tickets and feedback regarding the combact state bug , no answer at all , this fix must be your prority for the next patch , 8 years......!!!! i can't believe...
