Willpower:
(2 items) Adds 1752 Maximum Magicka
(3 items) Adds 206 Weapon and Spell Damage
iirc, the willpower and agilty sets already give more damage stats at three pieces than most, if not all, 5 piece sets grant at three pieces. Adding more damage stats to the three-piece set is likely going to far. Considering we already have pieces we can equip to give stats at one piece this does not seem to be needed.

Ok, I did not notice the numbers were split between the first and second pieces of jewelry.
Still not needed the reasoning provided essentially apply to every set in the game and it is clear that the current design is deliberate.

Just because the design is deliberate doesn't mean that it's good design.
i think splitting it 1/3 on 1 piece, 2/3 on the 2nd piece would be the best way to go about it.
still pushes to use at least 2 pieces for the chunky stats but doesn't make it dead weight when a weapon of the set is not on the active bar
