That's been around since beta and they leave it in because many of us are entertained by it and it's not game-breaking.

There are at least 4 visual glitches when riding mounts in ESO, including the one from original post. They are all hilarious

Remaining glitches are:

- mount moves his head up and down with large amplitude. It's very rare glitch, next time I will try to record it and add some heavy metal to it - cause it looks like mount is headbanging
- rider is sitting very straight and stiff. When some personality is equipped, rider's upper body part is using idle pose from that personality. When you stop moving, rider is standing on the mount



- rider gets stuck in whistling pose during summoning a mount







Nothing can beat the old glitch with Goblin disguise and mounts. I never had so much pure fun before and after that glitch...Sadly, it was fixed :'(

I sat beneath my mount once. Perfectly normal posture ... just underneath the horse
