The Cyrodiil Fix - Please Read Zenimax
Identifying the problem: CP Cyro is constantly laggy and unplayable in peak hours, No CP is dead up until 7PM EST on a good day.
Controversial Fix: Offer more rewards for playing in lower population campaigns as to balance out the numbers; ie, double AP gain for either limited time or duration of campaign. Could get fancy and offer monthly login participation bonuses (not dailies) outside the normal login bonuses.
Bandaid Fix
CP Cyro: Lower overall population by half so it's more playable in peak hours.
No CP Cyro: More people will be inclined to play in here in the off hours because of CP Cyro server capacity cut in half.
Under 50 / Standard / 7 Day: Just delete, it's only there so people can farm emp for the title. On paper they seem fine, in practice they're dead because everyone hoards to CP cyro.

✭✭✭No, they’ve already lowered the pop cap too much resulting in a boring map and no cp being empty is a good indication people don’t want to play there. People should have choices, id rather they just focus on fixing the game.

That sounds more like "giving up" than a fix.
In all practicality, the solution that everyone is going to go with is "continue playing in the CP Campaign while complaining at ZOS to fix things because nothing else quite scratches that Cyrodiil itch". Or "I can't take it anymore, I quit."1 -

High end PVEers are experiencing issues as well. It's why the OPs solution wont work. If you watch streamers, 12 man battlegrounds start to look bad on peak hours on the weekends.2 -

There is still significant difference between zones. If Cyro is totally unplayable in peak hours (skills not activating at all or activating with 1-5 second delays, etc), IC is playable at the same time.

Pinja✭✭✭✭I think there already is a system that gives you more AP for being in a low pop campaign. More rewards couldn't hurt though to the monthly rewards. However we already see side campaigns get farmed for emperor-ships and rewards. What could be done is a sort of revision to back when trial sets dropped from Cyrodiil rewards, but with the Arena's instead (vMA, vDSA, vBRP). Give them an indicated monthly rotation for the top 10 player campaign rewards, not top 2%, and I think you'll see a lot of encouraged players find a campaign. This will also help saturate the weapons, especially with the new implicated perfected changes.
I'm talking about adding rewards not replacing them.

Not enough people play anymore to populate all servers. This isn’t like the old days where azures star and haddy were pop locked outside of prime time.0
