If you choose to use Retreating, you can forgo Elusive Mist and opt for Poison Mist instead, as the Major Expedition buff from Elusive and Retreating do not stack. Mist + Retreating is an excellent combination, with a really high chance of escape. It's has never been foolproof, and it shouldn't be. Every mechanic in the game must have some form of counterplay available to counter it, else the ability is the definition of "Overpowered".

I still wouldn't go for poison mist, not damaging the NPCs is such a nice feature of mistform over lightning form...
Mist form always seemed buggy to me with certain kills.
Because a Jesus beam that kills you from 40% health while you're in mist form doesn't quite look right (that was in BwB 1.6, so the recap indicates over 11k damage).
That and the fact that I lose the target lock (tab) whenever someone uses that. Very irritating...
It does have this "I need to stall an entire raid for just a few seconds" utility that is sometimes fairly handy. Or back in 1.6, just baiting people by just having 10+ guys on top of you while your mates siege them to death.
Darn, I'm missing 1.6 tactics already...

It's not useless, you was always mean't to be able to be targeted otherwise the skill wouldn't have dmg mitigation.
It was never a bullet proof escape skill. It mitigates dmg and makes you immune to cc, I use it like a magicka version of blocking or to get some mobility.
No one gets to escape in 2.1.
The Combat Team made it fairly clear they want everyone to die to zerg. Nerfing Bolt Escape + adding Shield Breaker, nerfing perma-roll and with all current counters to Cloak, everyone running into superior numbers shall die when solo and loose 80% stones
