I am aware there will be new sets but how about sets like Ravager, Morag Tong, Shadow Walker, Archmage, etc? About a dozen item sets from Cyrodiil are being updated and re-released in the Rewards for the Worthy and Leaderboard reward mails, and they will be available at every Level and Veteran Rank (including VR 16). Another dozen or so Cyrodiil sets have had their statistics updated, but will not be included in those mails.
Tel Var stones can only be gained and spent inside the Imperial City.Shall we also assume this new gear will be 'bound' on pick up? This would force players to purchase a subscription and or DLC to have access to the new items.
The item sets in the new dungeons will be Bind on Pickup. However, item sets purchased via Tel Var stones are all Bind on Equip - meaning that you can sell them on Guild Stores or trade them to other players. Further, the crafting materials found in Imperial City can also be sold or traded, and used to craft VR 15 and VR 16 gear at any crafting bench.

Like I said earlier I don't PvP, never have never will. To those that like it I'm sure you'll love the IC.
There are games that have separate servers for PvP and PvE. Also ones where you can be flagged or not for PvP. Just like here you can turn off the option to kill innocents. I'm sure they can very easily put that option here for PvP.

The game? It was a subscription model to pay for the game, not to pay for new content after your subs ends.

You don't have to do ANY PvP ...
... but you have to run around in an open-PvP area while you are doing PvE quests.
Technically, if you don't mind getting ganked every now and again (and again, and again, ...) you should be able to ... maybe, collect enough for 1/4 of the first piece before you smash your keyboard and leave the game.

I would say... don't bother. If you are purely a PvE player, like me, then from the sounds of things IC isn't for us. It certainly isn't for me. I probably won't even be buying IC. I have written off the crafting opportunities of IC on the basis of hope that they will not make this new tier available to IC only. I have asked a question about this in this thread, although it hasn't been answered yet.
That said, if this tier of crafting is, in effect, only freely open to PvP-participating players then I will drop my sub immediately and then only worry about picking up Orsinium/Wrothgar, when it drops, with the crowns that I already have on my account.
To be blunt, this update seems, both in its intention and implementation, to not be for me. I am ok with that, the PvP people haven't (apart from class/ability balance updates) gotten a lot of content-based love from ZOS recently...
...they just better get back on track with further PvE updates after and the new VR15-16 crafting tier sure as oblivion better not be exclusive to IC.

... so at this point I don't bother with any end-game.
I have 6 chars that I level-up in succession, usually around 10 levels at a time. I take breaks from the game, so I'm only at lvl 25-35 right now.
I love the crafting, love the story and enjoy leveling-up my characters. I was hoping that maybe they would come up with some nice PvE end-game that wasn't repetitive.
Seems like I was wrong.
So my question is: Will I be able to enjoy ANY of the new content that isn't group-only with the guarantee of no PvP?
(I know that nobody cares, but I will try to explain - I simply can't deal with fighting against players. Lets just say I get enough 'challenge' with the mobs.)
