    News flash for you, or rather..to add to yours. If you are paying for the sub, they dont count that expansion as avail, even if you pay your sub up to two years from now. Cancel the sub and the new DLC content goes away. Personally, even as a sub, I would rather be able to crown purchase the new content so its "MINE".

    So just to confirm with these new 'Tel Var' stones:

    - you can only craft VR15 and VR16 gear with them?
    - They can only be used within Imperial city?
    - They're lootable from PC corpses?

    Are we able to make use of the refined materials outside of IC? e.g. crafting Hunding's Rage in VR16.
    What sort of timeframe is there for looting? Is it automatically transferred or are people who insta-ress going to be able to stop others from getting their stones even though they lose theirs?
    Is there going to be a bank merchant in the alliance safe zones?
    Will there be different versions for Light/Medium/Heavy/Wooden armour and weapons? If so, how?

    Is it really in the best interest of the game to have a lootable crafting material? Do you have any plans in place to change it to non-lootable when your player base starts flooding the forums with posts regarding their lack of options in keeping and trading the new resource?

    Lastly, since it appears to be the only way to craft top level gear (not in stats, but VR), will you provide a high enough drop rate so that buying a stack of 100 in 3 months from release won't cost thousands of gold and limit even the most basic gear to only those with overflowing gold? (imagine nirncrux, only you could lose your hours farming in 3 seconds)

    You will have the option of depositing Tel Var Stones into the bank, but there are some minimum restrictions in place.     This seems to imply that looting opponents is automatic. Is there no option to not steal from them? Right now if I win easily against someone I assume they're less experienced in PvP, that our battle has taught them an important lesson, and move on with my AP and leave them with nothing worse than a longer ride to their destination. But if I take out some PvE hotshot who's a darling scrubmuffin in PvP and hasn't had a chance to bank their stones, I don't want to automatically nab what might represent hours of play for them. Anything you can do to help me keep my honor?

    Same here. It just doesn't feel right having to pay twice for everything if I want it on both servers. I stopped subbing when mine expired on May 30. I have very mixed feelings about this DLC. I'm not sure it's worth either a sub or purchase of crowns for. I'm still waiting for a reason to resub.

    Yes, I think that system-wide upgrades such as the Justice System should be free. Apparently even those who don't choose to purchase (or access, in the case of subscribers) the Imperial City DLC will be getting a patch that includes those sorts of updates. I think that's a good thing.

    Interesting, I assumed that DLC would cost crowns. It the main reason I kept a subscription was based on that assumption. But, if I get the DLC free with a subscription, I may have to re-evaluated that position.

    Question (and an apology for not reading all the posts if the answer is somewhere in there): Near the end of the E3 trailer I saw a message from the Dark Brotherhood. Is that included in this DLC or will that be in a future DLC?

    First off to all you complaining saying you gotta pay for the DLC well if you were subscribed guess what you would not have to pay being subscribed we get all content DLC wise free so freakin sub or quit crying next my only issue is why can't you release it sooner it's been quit a while sense we seen new content beside the crown store so that is a little irritating especially because the EXP change is vital I can't wait for that so I can finally level up quicker because I do not grind I quest next ESO Devs when are we gonna see the schools of magick and the spellcrafting and what about new weapons like hand to hand combat for monk type players I would love unarmed combat and spears and a whip what about thieves guild actual quest and Dark Brotherhood I would love to use a new class and race to just letting you know my opinion and a option to go to cyrodil and choose a non PvP option just so I can get sky shards and dungeons and non PvP quest done in peace it's damn near impossible

    So how about those that payed for a year sub just for this content on PC. Are you really going to say [snip] you to them? We took your sub money to fund our console launch and then are going to make you PC players pay for this content that was promised to them.

    Ok so let me get this straight..... for content that was announced as upcoming BEFORE the crown store implementation, is now being sold on the crown store?

    What content was released that should have had players paying that money from the time period of the announcement of all this "upcoming content" and the crown store??

    You took peoples $15 month subscriptions to do what? Fix your mistakes? Sorry this may just be me but you don't get my money for doing that, I expect that $15 - $30 dollars a month I pay to be the content I buy AND any fixes too it.....

    Honestly I am not sure I will get this, what you people did is down right thievery and I don't like it. I am not saying that the content you now gave doesn't look good and interesting, but the fact that you are so scummy and untrustworthy makes it simply hard to say that it's worth it.

    Before 1.6, you paid a monthly fee and got content updates at no charge.

    After 1.6, you can still pay that monthly fee and still get content updates at no additional charge.

    Or, if you choose, you can go without a monthly sub and buy DLC at a far lower cost than remaining permanently subbed.

    What exactly are people asking for here? No monthly fee + free DLC content because they maintained a sub at some point in the past? Not the best revenue model to keep the game going.

    Just how hard do we want to shove them towards p2w as the only way to generate revenue?

    Just got to vet rank 1 this weekend (Ps4) and still have to finish the main story. After I finish the story on my main character then I guess I'm done until September.

    I see a LOT of new vet rank players and I play about 20-25 hours a week as far as playtime so I guess that's about where the average console player is now. The game has been out just over a month now.

    From what I've read on the Imp City launch details, leveling Vet ranks will be made easier. If that's the case then leveling through vet ranks now is literally a waste of time. I'm newish to ESO (Ps4) and everything I read on these forums tells me vet levels are a nightmare grind.

    I'd be better off parking my main character and just logging in to putz around in non-vet pvp Blackwater with a level 10, which is really the fun part of ESO for me.

    Unless I'm looking at this the wrong way, why bother leveling vet ranks now? Any chance we (console players) can get that vet rank boost early in preparation for the DLC? I mean if it's vet rank 14+ I think the average console player will only be halfway there when it comes out. Sure you can go at level 10 but what's the point if rewards are vet rank 14+ ?

    PC player have been sitting on their thumbs at vet rank 14 for, well since forever. Just saying...

    Most be a console player or someone that doesn't understand the value of money or has everything payed for them by their mother. I personally already spent hundreds of dollars of my money for this content specifically expecting it to be in the next major update over and over. Maybe you can understand my frustration in their decision here to make the PC players pay for something that has been payed for 10 times over. Then we are told hey guess what, we are going BTP and all the money you spent expecting this promised content is just used on a console launch, then being told you have to pay for said content again. Wtf. Are you really so blind to see where PC gamers are coming from on this.? I mean seriously.

    Well I can't speak for the person you quoted, but I do know the value of money. And $15/month for unlimited hours of play is one of the cheapest forms of entertainment I can think of.

    Compare that to 1 movie a week or an HBO subscription, or a daily Starbucks.

    What we all paid for during the past year was access to the game. Not future content. But, guess what? If you continue subscribing as you have for the past year, you DO get this content at no additional charge.

    Even better (since you seem to be a thrifty person, respect), you can now dump that $15 monthly sub and just buy content ala carte which works out to be far cheaper than the sub choice.

    It seems like, that people who are taking issue with this, are people who stopped paying a monthly sub with 1.6 and want this content without re-subbing or purchasing it.

    Admittedly, free things are always nice, but they do need to pay the bills somehow. I personally have no issue with them monetizing new content. It's not a hobby for ZoS, it's a business. The business needs to profit or we'll all be playing something else.

    I think you missed something while you were reading the launch details, because if you've been paying your subscription (as you stated above), you do NOT have to pay the 2500 crowns for the expansion pack. That cost is for non-ESO Plus members. As seen in their quote below:

    The full Imperial City DLC game pack is included with an active ESO Plus membership. If you are not an ESO Plus member, or your membership lapses, the Imperial City DLC game pack costs 2,500 crowns in the ESOTU Crown Store.

    I think @Lava_Croft is saying that paying the ESO+ for months is not worth unlimited access to a 2500 crown DLC, which they probably have, like every other ESO+ member, enough dead crowns in pocket to buy it straight up with more crowns to spare. It is a huge smack in the face for players that have been subbed for a while with the promise that the DLC will make up for a lack of Value that ESO+ provides. This lack of value has been officially acknowledged by ZOS.
    ESO+ doesn't even matter in this case. As a PvP player, I have paid a subscription fee for over a year, only to see next to no new content and a state of PvP that is worse than it ever was when you look at things like the lag and bugs.

    If you have a paid sub for over a year and are an ESO+ member, why complain about the 2500 crowns? You shouldn't have to pay that amount. As for the other, yeah, definitely a reason to be annoyed! The lag, the inability (at times) to cause the doors to be inaccessible, requiring a logout to fix, the lack of new content and the myriad of other issues that haven't been addressed for more than a year... THOSE are enough to not be happy about, but you shouldn't have to worry about the 2500 crowns if you've remained current in your sub. So, other than the crowns, I agree 100% with you.
    This is not about whatever price the DLC costs. It's about the fact that this DLC should have been released ages ago, as part of ZOS' original sales proposition of 'pay sub for regular content updates'. The regular content updates never happened, myself and a lot of others quit their sub after a year of basically no content updates for PvP and now we get screwed over by putting the Imperial City behind a paywall.

    My more than a year's worth of subscription money has not been used to deliver me the promised regular content updates and the only content update for PvP has been pushed back and pushed back, only to be hidden behind a paywall now.

    This is nothing more than a money grab.

    The end of it sounds like a remix of the Morrowind title track, so I think it's based off that. I'm sure it was created specifically for these trailers though, so I doubt you can get it anywhere. It's not part of the ESO soundtrack.

    This is my concern as well. The bonuses given for domination in Cyrodiil are worrisome enough, but if you never set foot in cyrodiil, you never even get affected by their presence or loss -- they're simply a benefit. However, mixing PvE in a PvP zone is not, in my opinion, a good idea. You're just torquing off both sides: The PvPers who want every person in Cyrodiil to be joining in the Three Banner War, and the PvEers who just want to enjoy PvE content. The only people who will be happy are the PvP-optimized gankers who, I imagine, are eagerly anticipating the rivers of PvEers who have, if anything, negative skill at PvP and don't enjoy PvP anyway. And then to have said gankers be able to loot whatever hard-to-obtain crafting mat they carry.... In my opinion this is an extremely bad idea and I urge TPTB to reconsider.

    Further, I'd gotten the apparently mistaken impression that V15 was going to be the level cap, and finally made my endgame armor and weapons, getting several pieces up to legendary. Frustrating, but at least it should still be useful for a while.

    If this had been released as a part of the original pre-B2P offering then we would have access to it permanently, as we do with all of the things added before Tamriel Unimited. With the new system it is only ours as long as we sub or buy it with crowns.

    This is a difference and for me it is an important one.

    I can't believe they are charging for it. I really thought that they'd offer it as a thanks for subbing for the first year and funding consoles... I mean it looks awesome and all, but I'm still on the fence. It is a dangerous precedent to set $25 for 3 dungeons that have to be unlocked via PvP (one of which is PvP only). I'm happy that the avid PvPers are finally getting some content, but I seldom PvP and when I do it is a total lagfest, and I don't see how lag could be fixed in the next month. Plus, if that whole 6 keep thing stands, when the heck are you actually going to be able to access this, especially when you are a casual (like me!) who has very limited time to play.

    Where is the PvP part of the bloody Justice System? I mean wouldn't this update be logical? Where is Murkmire, Wrothgar, Spellcrafting(!), Thieves Guild, Dark Brotherhood, and everything else we've been promised? Will be paying $25? $50? or more apiece for these forthcoming updates if we're paying $25 for this one? What is the timeline? Sometime before we die IRL? Ugh.

    I mean if this was Wrothgar or Murkmire, I would be more than happy to shell out $25. But the Imperial City has been there all along, we saw previews over a YEAR ago. It is like they just sat on it so they could release it after consoles.

    Really? It still makes sense to me.

    First of all they get to say that they remain focused on quality and have no desire to release something buggy that people have to pay for again.

    Secondly, it extends the lag in time between console release and this DLC so the people who might suggest that it is nearly a Day-1 release have less ammunition.

    Thirdly, the delay gives rise to comments like yours which adds a further layer to their defense of their strategy.

    I could be wrong. I may well be wrong...

    ... but very little in ZOS's recent behaviour makes me think that I am... and that includes the approach to crafting taken in this very announcement.

    It's funny how many people thought that IC might be free. It's so obvious that it wouldn't be free. I mean they didn't force the B2P system on everyone after all the broken promises so they could then give people free content. That doesn't even make sense in ZOS world. It's actually cheaper than I assumed it would be (based on the outlandish 3k crown price for a mount skin).

    I have to say as a PvE person this update is very disappointing. I can see how this update will be interesting for PvP players but there isn't much here for a pure PvE player. I realize this is PvP-centric content and I'm cool with that. It's also cool that they are intermingling aspects of PvE and PvP into one area but I don't think it's that cool for them to gate what appears to be the new end game content behind PvP and tie what many will consider end-game gear to PvP. To compound that they are making the upgrade tokens for gear gank-fest bait to magnify the worst elements of PvP and the main reason most PvE players don't want to participate in it to begin with. Bleh.

    I don't mind doing some PvP when I want to do that activity and going into it knowing what to expect and knowing that I will suck at it or will die from lag or whatever. However, being forced into PvP ganking situations to "progress" sounds like an awful, awful design. Forcing people who don't like PvP, who aren't good at PvP and who don't necessarily want to PvP into situations that will without a doubt be rage inducing just sounds like a recipe for disaster. Not to mention the whole idea of locking factions out of the content they pay for if their faction sucks in Cyrodiil. Will this just further cement buff campaigns and in the end be detrimental to PvP as a whole? Seems like this could have a counter-productive effect on PvP but I don't PvP so what do I know.

    I think I would be more OK with this update if it was in the context of the "regular content updates" we were promised initially but in the current content starved environment of ESO this just seems like more poorly conceived plans from ZOS when so many PC players (and many PvE-specific players) have patiently waited so long for promised content.

    With the release dates for this it looks like the next DLC won't be till next year sometime? It's pretty much what I expected. Glad I quit paying a sub. I guess my extended ESO sabbatical continues...

    Is this going to make it where solo players don't have to grind mobs to lvl? I just hit VR 12, having finished Caldwell's Silver + Gold, all public dungeons aside for the last couple zones in gold area, most locations found, 90% of quests in all zones aside from Craglorn/Cyrodiil.

    The DLC adds an XP boost for quests/public dungeons but it's a bit late for me to take advantage of that as most of that content has been done already. Is this going to add viable options to obtain max level for players that have done a large portion of the content already without requiring the grind of mobs, pvp, or grouping?

    And yea, I know there are other ways of obtaining XP but I want to be able to do a PvE quest line, alone, and get to max level when it's finished. Kinda like how in TOR you can follow the story and be at max level. This is the only MMO I've not been able to reach max lvl because it's so painful in grinding.

    If we can take a brief pause from all the whining and carrying on for a second and actually ask relevant technical questions, I have three..

    1. How big is this DLC in size (GB?)

    2. How big is Update 7 that's being released in Parallel with it (GB?)

    3. Is the DLC being applied through the Launcher or available from a separate Repository (Like the Launcher Executable in the Account Page), hence taking the bandwidth load off the Servers in a more distributed fashion and not congesting traffic for both into one source.

    So just to confirm with these new 'Tel Var' stones:

    - you can only craft VR15 and VR16 gear with them?
    - They can only be used within Imperial city?
    - They're lootable from PC corpses?

    Are we able to make use of the refined materials outside of IC? e.g. crafting Hunding's Rage in VR16.
    What sort of timeframe is there for looting? Is it automatically transferred or are people who insta-ress going to be able to stop others from getting their stones even though they lose theirs?
    Is there going to be a bank merchant in the alliance safe zones?
    Will there be different versions for Light/Medium/Heavy/Wooden armour and weapons? If so, how?

    Is it really in the best interest of the game to have a lootable crafting material? Do you have any plans in place to change it to non-lootable when your player base starts flooding the forums with posts regarding their lack of options in keeping and trading the new resource?

    Lastly, since it appears to be the only way to craft top level gear (not in stats, but VR), will you provide a high enough drop rate so that buying a stack of 100 in 3 months from release won't cost thousands of gold and limit even the most basic gear to only those with overflowing gold? (imagine nirncrux, only you could lose your hours farming in 3 seconds)

    @dap_robertb16_ESO from what I have pieced together from the official article and responses.. This is how I understand it. (There is a chance I'm not correct on some things, but I'm pretty positive)

    Tel Var stones will not be for crafting.. You will use them to buy special end game gear. I come to this conclusion as it was mentioned the the new crafting material could be purchased from vendors (stones cannot), or you gain the material via deconstructing loot from mob drops (works the same way now as when you refine something sometimes you get the material back) As well, anytime a mod has referred to crafting they say "crafting material" not Tel Var. As well, I recall it starting this is the new crafting material for those levels across the board (like to make findings VR16). Not sure how expensive it will be at in game vendors, but I imagine player pricing won't go beyond that. I just reread something, the way Tel var stones are involved in that you buy the crafting material with them, not with gold. Ack, looks like it is intertwined.

    Yes tel var stones can only be used in IC as far as I have seen.

    Yes tel var stones are lootable. You get them from mobs, but if an enemy player kills you, they can/will loot your all of your stones (haven't seen if that is automatic or if they have to loot you like you loot a mob corpse) it has been said they can be banked, but it was mentioned there will be some sort of minimum or restriction?

    If you would like to know how I pieced that together, literally just go through the dev tracker from today, and read the official article. If you're not sure where I got something from, feel free to pm me and I'll link you to the post that inclined me to think it.

    From the article:
    The full Imperial City DLC game pack is included with an active ESO Plus membership. If you are not an ESO Plus member, or your membership lapses, the Imperial City DLC game pack costs 2,500 crowns in the ESOTU Crown Store.

    Keyword: "lapses". My understanding, therefore, is that if your ESO Plus membership (even if it's Non-Recurring) extends beyond the August 31st release of Imperial City, you would still have Imperial City access for that remaining time.

    Has the team considered granting a one time bonus of 2500 coins to those who have subbed longer than 9/12 months at this point as a thank you for the loyalty shown by PC customers during the launch year? (would allow players who feel cheated, whether rightly or wrongly, by the fact that 'no content' was delivered during their sub period a gesture of good will and would encourage others who haven't subbed to sub knowing that after that long duration they get a bonus) for example?

    If not is it something you would consider for the future?

    Bugger, I would never of thought of agreeing with you but that is a REALLY good idea.
