This was my big concern when the new release schedule was announced. I have multiple characters, all at different points in the story and rushing them all through the first part of the story now doesn't sound any better than playing a broken version later on.
ZOS said at the time they have a plan for this, but we don't know what that is and considering there are still dialogue problems and other anomalies as a result of One Tamriel and Morrowind which they never seem inclined to fix I'm concerned the solution will be to assure us that both parts of the Solstice story are functionally playable and all the items, XP etc. can still be earned and simply ignore any problems with the story.
IMO the ideal solution would be to use the phasing system which already exists to control what a character sees based on their progress in the story, so until you complete the quest chain you see the wall in place and can't pass through it (but can teleport to someone on the other side if you need to get there without doing the story). Ideally that will included adding a quest version of the event so you don't just skip straight from "Oh no, this impassable wall is blocking 1/2 the island!" to "Wow thanks for getting rid of that wall!" without the character actually doing anything.

Yep, ZOS fixed the ability to jump-cast streak a while ago (around the time ward got buffed) and since then jump streak and roll streak has either been completely impossible or just made infinitely harder to time. As for fast falling with streak, that has not been a thing with streak for ages afaik.
Something to note, and this is something I have tested that still works in U46, mist form still allows for a truly instant teleport under specific conditions, a teleport that is even faster than streaks teleport. This is also something that streak cannot replicate under those same conditions.

Streak does not need a change.
Remember, when talking or thinking about an ability it’s important to consider it in a vacuum. Yes, Streak can be paired with any number of sets or abilities but that’s not a guarantee for all builds and addressing particularly “broken” combinations lies with the combinations themselves, not the single ability.
That said, Streak should not be adjusted at all. First, let’s consider a few things. Yes it’s a high mobility ability but it has drawbacks and counter play. Immo pots are avilable to everyone and although Streak cannot be blocked it can be dodged or intercepted. An AoE CC or damage ability in the path of a Streak can catch a player mid or end Streak, stunning or damaging them.
Further, abilities like Wardens-Wings allow for extra mobility even when carrying PvP objectives; meanwhile Streak is unavailable when the player is carrying a match objective giving it less flexibility in PvP combat.
Lastly, the cost for Streak is high; it’s up there with healing abilities and carries an even higher cost for spam use. Streak also has the least combo / follow up potential of any CC in the game; requiring the user to turn or turn around to follow up with an attack, by which time the opponent has very likely broken free. Consider Temps spear that offers a direct follow up because the player is consistently facing the target.
Sorcs were considered to have great burst potential but, IMO, that was a bit exaggerated. Sorcs never had a true execute ability (Wrath doesn’t scale and has a lower Heath threshold and a reverse-execute passive). The only objectively good bursts were Frags (with the bonus proc) and Curse (since it’s unblockable) .. but Curse can be easily mitigated or out-healed and the rest of the Sorc damage kit generally required the opponent to stand or walk “into-the-stupid” to be effective so most of that was avoidable.
Sorcs had leaned on Destro & world skills for go-to damage. The Sorc skill like was and still is great for utility and that’s kind of the backbone of the class. Now with subclassing pretty much every Sorc grabbed a NB or Temp line.
Wrath got an unnecessary nerf. The cut to 2 seconds paired with subclassing and an equally unnecessarily long animation sees the ability at the bottom of the pack in terms of kill shots. Assassins Blade animates lightning quick & does more damage than Wrath. Templars Radiant deals a ton more damage, at an earlier point, & has heal potential.
Given all of that, the last thing we need to do is adjust Streak. The Devs turned Sorcs into an almost cheerleader class. Yes, they could do damage but they had to borrow from the world more than other classes. For pure damage NB has way more at their disposal but Sorcs are the utility (and pet) class so don’t mess with a utility ability.

I had never actually checked her knowledge before which tells me that I have always received 6 and 12's when gathering with her because I would certainly have stopped using her or maxed her knowledge if I had not!

I am grateful for Rittings to starting this thread, as I had not ever encountered a situation in which I only got 4s/8s from a survey. I had never done an alchemy survey without a maxed character (both passives and trait knowledge), so this has been interesting to me as well.
Before the thread was started, I had collected some data on live using a character with full trait knowledge and 8/8 Solvent Proficiency. The character had Plentiful Harvest maxed, and these pulls were collected after PH was fixed. In 264 alchemy survey nodes, I have: 68 4s, 66 6s, 64 8s, and 66 12s. Plentiful Harvest procced 49.24% of the time, and the split between 4s/8s and 6s/12s was exactly 50%. The actual chance of getting a 6 could well be 50%, but it could be somewhat more or less. We should have a 95% certainty that the actual chance is between 44 and 56%. (Statisticians, please correct me if I've misunderstood this.) We'd need larger sample sizes to narrow this down further.
My first test on the PTS with no trait knowledge at 8/8 Solvent Proficiency gave 58 6s in 102 pulls (57%). To see what value it approaches with more pulls, I've been doing more surveys with no trait knowledge. As of now I'm at 171 6s in 324 pulls (52.8%) for 8/8 proficiency and no knowledge, so it's moved closer to my drop rate with full trait knowledge. We should be 95% certain that the actual chance is between 47.3% and 58.2%, which overlaps substantially with the range for 8/8 proficiency with full trait knowledge.
So my results are currently:
Live (NA), 8/8 proficiency, full trait knowledge: 132 6s from 264 nodes (50%) [chance: 44-56%]
Live (NA), 7/8 proficiency, full trait knowledge: 22 6s from 102 nodes (21.57%) [chance: 13.6-29.6%]
Live (NA), 1/8 proficiency, full trait knowledge: 0 6s from 102 nodes (0%) [chance: < 3%*]
PTS (EU), 8/8 proficiency, no trait knowledge: 171 6s from 324 pulls (52.8%) [chance: 47.3-58.2%]
PTS (EU), 1/8 proficiency, no trait knowledge: 0 6s from 102 nodes (0%) [chance: < 3%*]
*Rule of three: 3/102 = 2.94%
When we look for the effect of trait knowledge, there's not enough of a difference in these results to know whether it's doing nothing, increasing the chances, or even decreasing the chances. (I don't expect that last to be the case, but stranger things have certainly happened in this game.) These results do show that its impact, if non-zero, is very low compared to that of changing proficiency. I'll see if I can fit in a few more surveys before the start of the academic year, especially to fill out those 1/8 scenarios.
