All you can really do at this point is report the player (which it seems you have already done?) and move on. If you have a support ticket number, you could always post it here and @ mention one of the ZOS community staff to see if they can take a look.
No. COD is absolutely supported and enforced by the in-game email system and has been since launch. It only works for inventory items you can attach to email, though. If the person is using COD in a colloquial way to mean, "They promised to send me gold if I gifted them something from crown store," that is not really COD. You can't attach crown store items to an email.
Judging by OP's wording, I think they are talking about old-fashioned COD. I feel like goods should have been returned to the sender by now if other player ignored or refused COD email. But I have also heard reports before of returned mail taking unusually long.
The other possibility is that Send Gold and COD use the same fill-in box for gold amount and the default is to send gold. So it can be very easy to accidentally send someone free gold by accident instead of demanding COD.

Perhaps "easy" is not the best idea. An ideal game is "easy to understand, yet hard to master". What the beam achieves, is that it's easy to reach the master-level of damage dealing & room clearing with very little effort.
By effort, I mean the time spent on playing & learning the game and its mechanics (intricate or otherwise), as well as fine-tuning your builds (and even trying out handmade, obscure builds), etc.
If everything resolves to simply being "easy", rather than "approachable", then ESO will get boring really quickly, and lose out on a ton of variety. I hope you understand what I mean with this, for the MMORPG longevity.

honestly. please leave the beam alone. its fun, a signficant amount of people love it and have adapted to it
remove the beam, you remove joy from the game. and this game is not in a place where it can afford to remove joy from the game right now IMO
you would be better off buffing other skills to compensate, not killing fun.
No offense, but to each their own definition of fun. Beam just doesn't fit the MMORPG title, that's all we're saying.
If you want an overpowered fantasy with entire room clears, go for a Horde Shooter (e.g. Warframe). They intentionally don't care about balance over there as part of the game design.
In ESO, however? Balance must be in place. And choosing between balancing all of the game ("buffing"), or taking care of one troublemaker ("beam") is an obvious choice - Occam's Razor, the simplest solution is often the answer.

Why would you even want to play musical chairs between Xbox, Playstation, and PC? Unless you really are talking about straight account transfers.
they are able to do transfers, they did them when the game first released on consoles. you could transfer your pc account to the console servers. i beleive the issue is player names or somthing which is why they hesitate to offer it as a service.
No, they are only able to transfer a full database to an empty database. That's why the transfer to console was possible, as the console servers were empty at launch of the console version. It's also why they have to wipe one regional server database off the PTS before they can transfer the other regional server database onto it.
The software enabling merging of full server databases (or transfers of individual characters) doesn't exist at the moment, and while ZOS are sympathetic to the idea they are only currently looking into the viability of doing it. With Matt Firor gone along with a third of the staff the likelihood of this being prioritised is probably very low.

It has potential but it looks like you use only light armor. If you want to be competitive, you need medium armor (even for magicka builds). You could easily do that with order's wrath, though (ok you might have to slot 2 light pieces to get frostbite on both bars)
I also find it weird that you have fully upgraded gear but not the right traits, but I guess you don't have all of them researched yet. You should try to get bloodthirsty on all your jewelry and divines on the armor pieces.
One easy change to your build would be using the thief mundus instead of the shadow. The crit damage cap is so easily reached in this game that taking this mundus never makes sense in pve

I have argued against this in another post but not the one you linked.
We have had some permission bugs in housing that have been quite disastrous for some in the past. I would not want to open the door to that here. I would hate to open up my storage chests of all the things I have saved and find them empty.
At this point, I don’t even trust that we could have an option to opt out of it. Too risky.

Yes, originally because Mag and Stam characters were built completely differently before hybridization.
And now, because it's because those characters already existed and because it's easier to have specific builds for specific characters rather than having to futz with tons of Armory slots or moving gear from character to character.
It definitely makes it easier to do theme builds.

Companions used to heal you with ROPO, and ZOS actually changed the tooltip on the ring to reflect that. (Initially it didn't say so.) It would be odd for them to take that away and not document it in any patch notes or in the tooltip, but it's possible. I'm more tempted to agree it's a bug, though, since both ROPO and companions are designed to help solo/duo players with accessibility. That accessibility would be significantly reduced if ROPO made companions specced as healers useless.
For what it's worth, just before he let me die, I did see my Azandar attempt to cast heals on me, so I think the logic of the casts is working. It's that the heals themselves are blocked.
Crimson Font is not an exception to this issue. The self-heals from it are working fine with ROPO. The companion heal from it is blocked.
Azandar cast Font when I was losing health. It did not heal me on its own like it's supposed to. (That heal is called "Crimson Font" in logs.) It healed me only when I took the synergy (called "Crimson Funnel"), which also procced Undaunted Command. Both Crimson Funnel and Undaunted Command are credited to the synergy taker, so these are self-heals (not a companion heal). That's also the way it shows up in logs when another player is the one casting Font.
When I took off ROPO, Crimson Font properly healed me on its own without my taking the synergy, and it was credited to Azandar:
