Whether or not you can get Botanist on an individual character or not is moot.
However knowing all the traits for every reagent, base game and dlc, does trigger higher multiples for Alchemy Surveys. Lazy Learner Addon helps with this. Not sure if it matters, but I run through the solvents too.
On live I took my survey character and reduced his Solvent Proficiency to 1/8. He knows all the traits for all reagents, including DLC. In 17 surveys (102 nodes), I got 6s on none of them (0%), despite having full trait knowledge.
On PTS I used the same template character from above with 8/8 Solvent Proficiency but no trait knowledge for any reagents and did 17 surveys on that character. I got 6s from 58 of 102 nodes (56.7%).
While that's not enough to rule out trait knowledge having any impact at all on the drop chance for 6s, its impact (if it exists) seems to be negligible compared to the impact of maxing Solvent Proficiency.
What trait knowledge definitely does increase is drop rates for master writs. Tmbrinks has tested that and published the results for each craft. (It may be Botanist and the other achievements that matter here for alchemy rather than trait knowledge per se.)

Move the born from shadow buff on cloak to one of the passives and have the born from shadow buff apply to self and allies when casting a shadow ability.
This instantly makes the line attractive for PvE tanks/healers/support DDs that get to benefit from the selfish tanking/support bonuses the line provides while still getting to buff group damage. I think it would be great to see Born From Shadow become a group wide buff, but I'd still like to see Shadow's actives get some buffs (especially Consuming Darkness).
ZOS needs to be extremely careful buffing shadow though, especially if those buffs will apply in PvP.
Blur is an insanely strong (and unique) ability and is wildly overloaded when factoring in the passive major resolve
Refreshing path + shade provides unmatched kiting power in IC/BG environments (small spaces with lots of different heights)
Fear is still (outside of charms bugs) the strongest CC effect in the game due to its minimum CC duration and NB fear is still one of the few unique sources of major cowardice.
Invis is still the strongest effect in ESO's PvP, being locked behind a selfish purely mitigation based tanking line is what makes it less attractive for sub-classing in PvP
Consuming definitely needs a rework. Not sure what to, since the line itself as a whole is 1 change/buff away from being a PvE meta contender already and is only a slight shift in the meta away from being the meta defensive line in PvP.
This is why I suggested the born from shadow change. It's PvE exclusive (doesn't affect PvP), gives the line a way to fit into the current PvE meta for tank/support lines and it's not a full rework of the entire line, so would be easy enough to implement compared to a full rework.

Well, based on the update 47 preview. I don't think an assistant is comming anytime soon.
The devs indicated that the unknown surveys not only stack like the unknown master writs. They are tradeable. Which means you can sell them.
But also with this change i will say, that if ZOS does release such an assistant then I wont argue against it being a crown exclusive. As tradeable surveys I feel can balance the difference between those that can or cant afford the assistant.

Re: Does Streak Need Adjustment?
It needs an adjustment, but none of your poll options fit what I'm about to suggest, so I'm just going to say it:
Streak morphs need to be broken down into "offensive morph" and "defensive morph."
For offensive morph, streak should have its current AOE stun, but the streak should be over a relatively short distance (5 meters). This way, you can use it as an opener to your attack, but it has very little utility as a "get away" ability because 5 meters is a very short distance and by the time someone breaks free, they can gapclose or make up that distance with some effort.
For the defensive morph - this is basically the skill you will want to use when you need to bail on an engagement and get away. THIS streak morph will have a long distance dash (what it is currently, IDK what it is, maybe 20m?) but with no stun. This way it really has no offensive utility other than getting TO the fight faster or getting away from the fight faster, but it has no crowd control element to it.
The premises here is that you need to make a choice whether the STUN is the most important facet of streak or if it is the get away ability that is more important. But neither will be particularly great for both applications. IMO, this would be the best way to balance it.

You're assuming that the PTS changes will go live, and assuming that the "fix" will actually work.

- Those can technically already be done in game now, just by unequipping one or both weapons. You lose out on a lot, but there are animations and damage values for light and heavy attacks in the game now.
- The ‘missing gear slot(s)’ leave you at a disadvantage due to stats and set bonuses

This was my big concern when the new release schedule was announced. I have multiple characters, all at different points in the story and rushing them all through the first part of the story now doesn't sound any better than playing a broken version later on.
ZOS said at the time they have a plan for this, but we don't know what that is and considering there are still dialogue problems and other anomalies as a result of One Tamriel and Morrowind which they never seem inclined to fix I'm concerned the solution will be to assure us that both parts of the Solstice story are functionally playable and all the items, XP etc. can still be earned and simply ignore any problems with the story.
IMO the ideal solution would be to use the phasing system which already exists to control what a character sees based on their progress in the story, so until you complete the quest chain you see the wall in place and can't pass through it (but can teleport to someone on the other side if you need to get there without doing the story). Ideally that will included adding a quest version of the event so you don't just skip straight from "Oh no, this impassable wall is blocking 1/2 the island!" to "Wow thanks for getting rid of that wall!" without the character actually doing anything.

Ball of Lightning morph should simply be the reverse of this where it stuns that the starting location. The projectile absorb is pointless since you can roll dodge mid streak anyways to avoid all projectiles.
Just wanted to reply that roll dodging mid streak was nerfed (disabled) some time ago along with the streak jump.

Yep, ZOS fixed the ability to jump-cast streak a while ago (around the time ward got buffed) and since then jump streak and roll streak has either been completely impossible or just made infinitely harder to time. As for fast falling with streak, that has not been a thing with streak for ages afaik.
Something to note, and this is something I have tested that still works in U46, mist form still allows for a truly instant teleport under specific conditions, a teleport that is even faster than streaks teleport. This is also something that streak cannot replicate under those same conditions.
