5. Streak and javelin stun throught block (i really really pissed off those two skills)
Piercing Javelin: Hurl your spear at an enemy with godlike strength, dealing 1392 Magic Damage and knocking them back 8 meters. This ability ignores the enemy's Resistances and cannot be blocked.
Bolt Escape: Transform yourself into pure energy and flash forward, stunning enemies near your final location for 3 seconds. This effect cannot be blocked. Casting again within 4 seconds costs 33% more Magicka.
So that complaint is working as intended?
He didn't even imply they weren't. He is just saying that they make little sense in this current meta.

My work around.
Create a new tab called MT and disallow all chat in that tab. Set that tab active. No chat. If you want to see chat, open the chat window and select the "chat" tab.

Re: Survey question - specifically Plentiful Harvest and Alchemy surveys
1) Re the proc rate of Plentiful Harvest supposedly not being 50%:
In 8061 pulls of blacksmithing, clothing, jewelrycrafting, and woodworking that I've recorded since they fixed Plentiful Harvest (which, yes, used to be capped at 40% due to a bug, but has been fixed), outside of resource events, I have the following rate of drops for the base mats:
3x: 3406 (42.25%)
4x: 620 (7.69%)
6x: 2907 (36.06%)
7x: 1046 (12.98%)
8x: 82 (1.02%)
Since 3x and 4x represent no PH proc, while 6x, 7x, and 8x represent a PH proc, these are the rates for the proc from those pulls:
No PH proc: 49.94%
PH proc: 50.06%
For alchemy nodes, I have fewer pulls but the following info:
1x: 186 (49.87%)
2x: 187 (50.13%)
I'm not sure how much closer to 50% it's reasonable to expect it to get. If you have data that doesn't seem to align with this, I would very interested to see the numbers.
Note, though, that Plentiful Harvest doesn't double the whole yield of the node. It procs on a per-mat basis on eligible mats from eligible sources. It only procs when you draw one of those mats to begin with, so on average over time it doubles the amount you get, but it doesn't change the chance of getting anything in the first place.
2) Plentiful Harvest doesn't work the same way on all the things it procs on, again probably due to bugs:
Number of base mats: For BCJW non-survey nodes, you can get 3 or 4 without a PH proc, and then 6, 7, or 8 when it procs. For surveys you can get 18 or 20 without PH, and then 36, 38, or 40 when it procs.
The distribution matches what we'd expect if the game is rerolling the number again when PH procs.
But for alchemy, PH always doubles the number. That's why you can only get 4, 6, 8, or 12 (4 or 6 being no PH, as you noted, and 8 and 12 being the PH procs for those numbers, respectively). Unlike BCJW surveys, you will never get a mix and match of the two base rolls, so no 10s. Just 4 x 2 or 8 x 2, never 4 + 6 or 6 + 4.
Other things it works irregularly on:
Pulverized Titanium: PH dramatically increases - at least about doubles, according to my numbers - the normal chance of getting Pulverized Titanium x1 from a jewelry seam. It also provides a tiny chance of getting x2 from the same node, which doesn't appear to be possible without it. I believe it may be providing another independent roll at this mat rather than rolling only when it's drawn initially, as is the case for other mats.
Bait: PH works (in an unexpected way, akin to Pulverized Titanium) on bait from clothing surveys, enabling 4x bait from a single clothing node, but PH doesn't work on bait from alchemy nodes (survey or otherwise) and doesn't work on bait from non-survey clothing nodes.
No, none of this noted in PH's tooltip, which is incorrect anyhow. That's unfortunately consistent with the way many, many things in this game are not adequately explained in the game. It's also quite possible these exceptions in #2 are bugs, in which case they wouldn't be explained because they wouldn't be intended.
3) Whether Botanist achievement/trait knowledge is a factor in getting the 6x from alchemy surveys is testable on the PTS, since template characters get surveys but do not come pre-formatted with trait knowledge. The PTS is an EU copy right now, and I don't have the Botanist achievement on that server.
On my first survey I got 4x, 4x, 6x, 4x, 4x, and 6x. It's not exactly the 50%-50% split I expect over time, but it's only 6 nodes. On the PTS it's possible to get 6x without Botanist or knowing any traits on any of these reagents:

1. Break Free bug (when you bashweave and get cced you just simply cannot breakfree). exists for at least half year
2. Monomyth bug (paid item and bug exists for over 2 months) which is: frontbar buffs getting stuck on your character when you swap to your backbar while sprinting. exists for over 2 months
3. Banner exploit (which is gonna be fixed in the next patch (!!!) not instantly). exists for over 2 months
4. Knockbacks from many other skills (since they removed it from dizzying swing with an excuse that it causes desync (but other skills like magnum shot, templar's javelin, leap does not, sure)). Exists for few years

So what i paid for? Broken piece of the game? When these people gonna do SOMETHING about their game they sell to us? I am waiting for 7 years already.
The longer range snipe morph is the cause of the desync, same happens with sorcerer overload long range light attack morph.
But at Necromancer summons not working to the list.

It would be nice to get Class Grimoires from this expansion, but I get the feeling that such an expansion would have some other kind of game system planned for it. Nobody really expected Western Skyrim to add the Antiquities system (many thought we'd get a Bard class instead) so it's not guaranteed that the game system here would be related to magical spells at all.
Considering the Bards College in Solitude was relegated to a "museum"-like series of fetch quests (which every expansion seems to have at least one kind of) I wouldn't be surprised if the College of Winterhold in ESO also had you collecting things within the zone and returning them.

harvest every node you come across once you have the cp to increase it to 2x speed of animation, grab every psijic portal and thieves trove, do vet dlc hm dungeons to get motifs to sell, espec more highly wanted ones like dread cellar's crimson oath chest, but whenever a new dungeon releases their motifs immediately jump on that... when arms packs are up, do the hm of that dungeon once then spam it in vet non-hm and try to get the mask, etc... you can make mils just playing casually like this; but also talk to guild traders you come across with awesomeguildstore/tamrieltradecenter and flip stuff that sells often and is listed quite under its value by like 30%+ or more.

9) base game public dungeons and AOE... just go into a public dungeon (the base ones are great) with a wall of elements and a big AOE damage. run round, wiping out groups. you'll get about 15-20k gold an hour doing that. boring - but it adds up.
10) Alikr's dolmens... so this is a bit of a weird one but hear me out. usually you use them for level chars.. so fine.. but what you do get is get LOADS of rings... these give you the platings. the purple platings sell for a lot of money. you get a bit of gold too. Levlling chars, passive gold, purple mats to sell - whats not to like (oh yeah, its boring as hell)
11) theivery. pop to a city and nick everything you can from peoples houses. with the passives you can steal 140 itesms per day which you can sell for "ok" money at the fence. - you should get about 20k for doing that. in a city like glenumbra or wayrest theres loads of houses, so doesnt take long either. someitmes you even get a purple item which sells for 1k on its own.
12) PvP part 2 - the town dailies. if you can avoid the griefers, go any do the daily town quests. for rewards, these give you the rare cirtus materials which are worth a bit in traders.
13) non- bound "wanted" set items... go farm - get hold of them and sell them at a trader. Deadly daggers (PvP) is a good one. one also quite sought after is Briarheart daggers (wrothgar) - and of course, Mothers Sorrow inferenos from Deeshan. . Other sets are available - look at the off-meta (particually those who dont have access to trial sets) - and see if it can be farmed and traded. - similarly - craft and sell. Orders wrath is very wanted right now - and not everyone is a crafter. consider crafting and selling this gear.
