A lack of French translation affects every country where players would choose French language to play in. Not only France and parts of Belgium, Luxembourg, and Switzerland, but also Canada, and much of Africa.
No voice over is one thing. It's annoying but the game is still playable. No translation at all? That is a huge deal. Even if you're fluent in English or another supported language, it's really hard to switch which language you play the game in. All of the names of moves, places, abilities etc. will be different.
I hope that you're in contact with the French and Benelux Community Managers, because this situation is appalling.

I also have the problem with Skordo missing, my guess is, since I continued the quest to go to eastern solstice before doing the Public Dungeon quest and Skordo moves in that quest to the Wall and then vanishes and isnt spawned properly again at the camp.
This gave me an idea, but no, talking to Skordo elsewhere doesn't help. The dialogue option is not available.
I abandoned the quest to go into eastern solstice and Skordo appeared at the top by the lens immediately.

If I play on Steam can I use my character that I had played on PC?
Yes, the Steam storefront just uses the standard PC servers. It's just a matter of where the launcher is coming from.

Maybe it has something to do with the wrong overall counting of skyshards which occurs with this patch.
In the skills-menu it shows now 597 total skyshards though it should be 579.
On my main a had pre patch 570/ 579. That was right. Missing 9 from eastern Solstice.
Now it shows 597/597, which is wrong in more than one way.
And yes, the skyshards on the map in eastern Solstice are shown as credited only on my chars, if all other skyshards in Tamriel are collected. If not, they aren't credited.

My intuition was pinging me hard reading the top post, so I checked out the poster's history, and sure enough...empty account.
A while back, another social site I hung out on did something that disappointed/enraged the community. They fired a bunch of their human staff (who were largely popular with the community) to cut costs, while denying they'd fired anyone. But the now-ex employees held and showed the receipts to reveal the lie. So people made a ton of angry posts calling out the site owner, who'd recently purchased the site, already made a bunch of terrible decisions that rendered the site more buggy and less user-friendly, and was behind the firings.
It didn't take long for an account that had never posted anything before to show up and start making posts that were condescending and insulting to the userbase, while overly praising the site owner and remaining staff, sometimes for doing nothing more than the bare minimum of their jobs.
Sound familiar?
The poster tipped their hand one time too many, so people figured out very quickly that it was either the site owner or someone connected to upper management who was smooching backside for personal gain. (They did figure out exactly who it was; I just can't recall myself at the moment, but I do know the site owner was somehow involved.) Of course, the account's posts were all "mysteriously" deleted, and the account itself "mysteriously" went inactive after that.
I'm not interested in dipping into conspiracy theories, so I'm not saying this thread was started by someone with something to gain personally from ZOS. I AM saying that if you don't want people to think you're a sockpuppet doing exactly that, you're going about it in entirely the wrong way.

I am curious— what seems to be causing pugs to wipe? Is it in the realm of not knowing mechanics (ignoring totems, standing in tethers, not standing in the yellow AoEs), too low of damage output (add overwhelm), or too much damage taken (healers underprepared, dps standing in AoEs)?
I'd say it depends on the group. Personally, I think DPS doesn't matter as much. If you know the mechanics, you'll still win most of the time. The problem for me, and perhaps for others, is that I often don't know the mechanics. And neither does anyone else in the group. I don't mind asking, if we're having problems, "Does anyone know the mechanics?" If someone does, then that's great and I know for next time (or when we try again, depending). But often, nobody knows. And because you're in a pug, people aren't willing to try again and work them out. Or you just can't work them out. This game is really annoying in that when you're in the middle of combat, you have some NPC shouting things at you, and you're supposed to just magically know what they want you to do. Sometimes it's clear. Other times it's not.
Or there isn't really a clue about what you're supposed to do, and there's no time to figure it out. When you're pugging, you get one chance. Now sure, after I do a dungeon and we fail, I could go to a site and read the mechanics, but to me, a game that makes you go outside to read mechanics has already failed. I've played some really hard games in my time (been gaming for 40+ years) and I've never had to "do homework" to figure it out. I was playing games when there was no internet to check, so you had to figure stuff out yourself, but the games either taught you, or the mechanics made sense and you could figure them out. Not here most of the time, IMO, which is why they have NPCs yelling at you while you're in the middle of dodging all the AoEs and trying not to die. It's stupid, frankly. By mechanics, I don't mean the basics like stay out of stupid. I mean each boss's unique mechanics.
For some dungeons, I do them enough times and I pick up on the mechanics by watching what others are doing. But again, in pugs, it's hit and miss. Sometimes the only time I learn the mechanics is if we're having problems, because other times the bosses just get burned down too quickly to see anything, and it's worse now with the almighty beam. Bosses sometimes barely have time to go through their phases (which I don't mind. Some of the boss fights in this game are tedious and artificially drawn out). Just last week I was doing a dungeon that I've done at least 10x before. We were having problems, and I asked for the mechanics because I had no clue. The other 10x, that particular boss had been burned down so quickly that they didn't matter. So in that sense, perhaps low DPS can contribute, but it's not the root problem, if you know what I mean.
And for one of the later dungeons, perhaps Naj, not sure, there's so much AoE going on that someone died once and I couldn't find them to rez them. It was ridiculous. I'm running around trying to figure out where they are, but the entire freaking floor was covered in AoEs. It does sometimes feel like the designer(s) have no clue, so they just have the bosses throwing out AoEs everywhere.
Anyhow, I'd say mechanics are more of a problem than DPS. You can slowly kill anything as long as you can stay alive.
(if you couldn't tell, I'm not a fan of dungeon boss design in this game.)

It's still unclear to me based on your answers.
I'll rephrase the question:
1) Without completing the Solstice Main Quest, can you complete the event?
2) Once the event is over, can you complete all the quests?
Yes you can complete all the quests after the event is over.
The only thing time limited is the dungeonish event itself and the Wall Breaker title you get for completing it. The title is awarded directly for completion, it is not tied to any quest or achievement.

Baiting and goading the audience of a popular game when they have an issue with a poorly constructed event is absolutely no way to engage with the community, and if I were ZOS, I'd block any further discussion with you regarding the matter. Your tone is an embarrassment and doesn't reflect well on the people you're trying to defend.
I don't actually believe that ZOS or their employees have ever spoken to you, or that they have anything to do with you, but they are far more professional than this.
