You're 100% correct, the skill and the skilline itself is objectively overperforming and has been since it came out. Even for single target DPS runeblades is the "to go tool" when you don't wanna use fatecarver. There needs to be a balance between easy to play and how well something performs. The solution isn't to buff everyone to herald of tome level of performance (the game is already way too crazy powercrept) but to actually tune down the extreme outliers.
There is no fun going into PvE knowing that every other single playstyle,aside from fatecarver/runeblade spam, is going to be so far behind that you might as well not even bother putting it to use.

enough of that...
We've been reading this non-stop for years about every important thing, and absolutely nothing indicates that players leave the game when an excessively strong skill is nerfed.
Perhaps we should stop with this old-fashioned blackmail...

Finishing just a total of 6 Daily Endeavours on two accounts took me over 4,5 hours today. Got my 90 seals...yay. Calling it a day for now.
For me, if endeavors are too troublesome, I honestly just dont bother anymore.

Sorc has always been in this weird state is it a battlemage or a summoner class its like 75% battlemage and like 25% summoner and Sorc has an identity problem I would make Necro a proper summoner class and get rid of sorc summons reskin them and give them to necro and then give sorc two new abilities one being a spammable that the sorc class unlike any other class lacks and then another ability that gives a major group buff since sorc still lack on that front.

This has been occurring on Xbox NA. Coordinated PVP groups will systematically queue into solo queue, then coordinate their “match pop up” which will indicate they are in the same match (and on an off chance they are in the same match, but in opposing team, they will do what OP describes, intentionally loose).
This systematic coordinate match acceptance pop up abuse is possible due to several reasons, but most importantly due to:
A MMR system that does not work properly & lack of interest in the game mode (BG) resulting in such low population it reduces the actual pool of candidates to amount of a small village (like 25 people etc).

This is the most useless biased poll on this issue to date. Your poll options make it impossible to make a selection that reflects the reality of the situation.
How about ZOS just goes back to providing stable low lag performance like they used to provide? They can do it. They've done it in the past. They can do it again.
Performance after the new servers was fantastic with triple to quadruple the population cap we have today when they replaced the hardware.
We don't need vengeance. We need ZOS to invest in the fixes we know work.

I think Subclass skill lines and regular skill lines should maintain parity. It's just not feasible trying to balance two separate versions of every single Class ability.
