Yes, I'm well aware that I can imagine whatever I choose.
My point, which maybe I should have spelt out more clearly instead of wrapping it in a little RP, is that ZOS goes to the trouble to not only place these npcs in the world, but also give them voice acted dialogue. Yet, they don't allow us to interact with them in the world other than pick pocketing or murder.
I think it would be nice if we could interact with a little kindness, instead of the cruelty of robbing or murdering the poor.

On JAN 20th i received ticket ( 250618-003141) after getting it i responded on JAN 20th
on JAN 26th i got an response , i then responded on the 26th
on JAN27 i got a response, i then respond on the 27th
on JAN 30th i got an response, i then respond on JAN 30th
on JULY 2nd i got an response, i then respond on JULY 2nd
on JULY 5th i got an response , i then responded on JULY 5th
with no response , i responded on JULY 9th to keep tick active
with no response , i responded on JULY 12th to keep ticket active and hops for an response
with no response, on JULY 14th , 17th ,20th, 22nd, 26th, 28th, 31st , AUG 3 and again today ive responded that im waiting for an response

Its a time vs costs vs effort against benefit thing.
time = high
cost = high
effort = high
benefit = low
the only reason do actully do this is to make the worlds feel "fuller" - but actually it would cause more problems. lag, latency (where would you even put the servers) , difference in operability, add ins.
theres very little financial gain to ZOS / Microsoft in doing this - so it'll get canned for that reason - IMO - Microsoft are about revenue generation - this isnt it.

Poor Isobel Veloise
Her funeral is scheduled for next week... in an amazing fit of pique, her faithful mount bucked her off, onto the hardrock scrabble roadway in South Belkarth - she was taken from us so young... sigh. I spoke to the horse about that later - he's sorry, but she kept yelling at him, or me, or the countryside - we were never quite sure which. Horse is stricken with sorrow, meant no harm, but the 1000th time she said "hough" or "yahoo" - we were never certain what it was, he just went nuts and that was that. Believe me, this is not his fault, we looked endlessly for a way to convince her not to be on the horse's case so audibly, but never found the switch. It's just bad RNG.
I get "streaky" results in the short term but the average over a very long period of time (hundreds of surveys) is correct.
Nope... it's not. 40 surveys and only 4 and 8 pulls on the harvester now...
I tested on a different toon that knows all the traits of alchemy (that's the only difference) - and the first survey I pull a 6 and a 12...
Knowing all the traits, or having botanist is clearly affecting the amount you pull from alchemy nodes on surveys, and not a whisper of it anywhere... that's nuts!
While I don't disagree that you may be on to something, 40 is not nearly a large enough sample size to draw definitive conclusions from.
Keep in mind, 40 surveys would be 240 resource nodes. Pretty sure no bad steak is going to last THAT long.
Enjoyed Solstice main quest
I know this is belated, but just finished Solstice's main story quest and wanted to say that I thought it was really good. Much better than the last few expansions. Nice twist at the end too. Keep it up!

10% by itself isn't enough, i agree. which is why it also has cost reduction as well as a significant increase of 5 seconds for each frost damage skill, most of which are damage over time effects.
But also remember there are not many Frost DPS skills and besides the Warden's Ultimate most of them are extremely weak.
We could definitely use more of them. But the main thing we're missing is a payoff skill/delayed burst damage skill. Tentacular Dread seems like it could have been that skill but there's too many issues with it for it to actually work as one. (Tying us to the crux system, limiting us to arcanist base or runeblades, tentacular isn't cheap enough and doesn't deal enough dps to work and thematically doesn't work at all)

Exploration and stories were always the top draws for me.
