The GP is optional. If it offers nothing a player wants or needs, that player can simply choose not participate in it and stick to the activities they find more suitable to their playstyle.

The game is optional. So your suggestion is less than helpful. But you do make an important point. When a game no longer offers it's loyal, long time players anything, it is time for them to move on to some other activity in life or play a different game.

So many quests bug out, or the quest giver disappears when the first mob is killed before they complete their opening dialogue. Either give a skill point at the end of the first ever complete on a character and make the quest repeatable, or just make every quest mundane and auto advance and auto pick up on entry. It's annoying as hell when you're queued for nearly an hour for a dungeon and then the quest bugs out... your entire purpose is for the skill point and it bugs... it's a massive waste of time and so annoying you turn off the game and play something else for the rest of the day.

I got a survey from ESO in my e-mail. As I started with the first question, it asked my age and I selected "prefer not to tell" and I got disqualified. This is ESO right? We all have choices and it seems like I/we might not. I mean if ESO wanted me to tell my age then why give me the option to not tell. Something does not make sense about this.

If they added e.g. spears, I could see them rolling them out over time, but they really should get them for all motifs.

There is also the possibility of new weapon lines without motifs needed, that being “1H duellist” or “Unarmed” lines. However, I see two major things there:

1. Those can technically already be done in game now, just by unequipping one or both weapons. You lose out on a lot, but there are animations and damage values for light and heavy attacks in the game now.
2. The ‘missing gear slot(s)’ leave you at a disadvantage due to stats and set bonuses

That essentially means that adding those (which would be a much easier sell than something like spears) would kinda need to be a free update instead of a “Chapter-selling feature.” You’d also need a way to account for the lost stats and set bonuses (a passive to dupe the set bonus on the respective ring? Or an invisible wristband ‘gear’ piece?).

Another consideration for any new weapon: it’d need to drop in all sets and be craftable at a set station (Cloth, Smithing, Wood, or JC). Cloth and Smithing are pretty full with 14 things each craftable, but Wood only has 6 things (4 staves, bow, shield) and JC only 2, so those stations are probably ideal. And new set pieces means new drops for all sets in the game (good to get players back into old content, bad that that’s a lot of grinding).

You can't have the Botanist achievement on a character. It's account wide, so your whole account has it or is missing it. You proved this achievement was not a factor when you noted that you had two different characters on the same account experience different things with 4 vs 6. The testing on the PTS confirmed that.

Trait knowledge is also not a factor, as shown in the screenshots I posted above from the PTS.

In further testing, the issue is reproducible on the PTS, but not with either of the parameters you identified.

On a fresh template character without any alchemy trait knowledge (and without Botanist on the account, as shown), I got 6s and 12s no problem. That character by nature has level 50 in alchemy and came with all the alchemy passives filled. I tested it as such.

When I passed alchemy surveys to my level 6 character, who had never unlocked Alchemy at all, they only got 4s for 3 surveys in a row.

So there is something that seems to unlock the ability impact the chance to get 6, but trait knowledge and Botanist are not it.

I will continue to test to see if I can figure out what the unlock is.

Update: Back on the template character I used to test, on whom I got 6x and 12x no problem in my previous post, I removed all the alchemy passives (except 1/8 in proficiency, which cannot be removed).

Three surveys, all 4x and 8x.

Something in the alchemy skill point passives seems to be affecting the drop rate for 6x/12x.

Update 2: Maxing all the passives except the first (Proficiency), I still got only 4x and 8x from three surveys.

Update 3: At 7/8 Proficiency, I was able to draw 6x and 12x, but the rate may well be lower than at 8/8 Proficiency. Three surveys resulted in only 3 of 18 nodes producing 6x or 12x.

Based on this, I'm thinking that the drop chance of 6x/12x may increase with skill points invested in Solvent Proficiency, until it reaches the equal chances between 4x/8x and 6x/12x at 8/8 in Proficiency. It will take further testing to know better.

At 60 nodes (10 surveys) with 7/8 Proficiency, I have gotten 6x or 12x on only 12 of those pulls (20%). (ETA: 22 of 102 nodes now, or 21.6%.) That's too low a number to know for sure what the actual drop chance is, but it does at least seem it's lower than the 50% chance at 8/8 Proficiency.
