There are a lot of reasons and I'm definitely not a serious enough pvp'er to get into it all. I'll leave that to more knowledgeable folks.

But at at least from my own perspective and a lot of players I know; for those of us who don't live and breathe pvp, I think vengenace gave us a glimpse of how it might actually be fun and brought even more attention to the problems in current live pvp. And then subclassing came at the same time and kinda doubled down on the things that make pvp awful. And it sorta becomes this self-reinforcing problem where fewer non-regular pvp'ers are interested in mayhem, and then others see the population is low and either don't bother, or maybe try mayhem out and see that it's just the regulars and the bigger battles they might remember from past mayhems, which generally included a fair number of newer / casual / inexperienced pvp'ers, aren't happening, and they have little chance of finding any enjoyment, so they log out and the cycle repeats.

One word:

Multiclassing.

Many dedicated PvP players won't have finished leveling up their new Multiclass PvP builds yet so aren't taking part as much or at all.
A great many more people who usually don't play PvP outside of events won't have even thought about designing a Multiclass PvP build and were caught completly unprepared.
Others will have decided that its just not worth the effort of leveling a Multiclass PvP build just for events.
Other players are playing ESO itself less or not at all for a few patch cycles while waiting for the Multiclass Meta's to stabilise, so there's less players around to start with.

There'll also be plenty of people who expect PvP to be an absolute train wreck of busted OP Multiclass PvP build like how PvE's DPS is and just gone "lolNOPE!".

Because I can't be tasked to do activities I don't enjoy just for some item in a video game, and I would guess many people feel the same way about PvP.

As someone who does PvP and has finished the IC story... Honestly, yes. I'd go further and say we don't really need the PvP IC anymore, as evidenced by the fact that it's basically dead outside the event.

It's a great zone and a decent story continuation that people shouldn't be soft-excluded from, and from a PvP POV it really is just griefing central. The combat experience one can get in Cyro and Battlegrounds just as well, but next to nobody enjoys being kept from killing that one boss one still needs by the same 7 people over and over during events, and if nobody is around outside of the events you don't really need to keep it PvP just for that chance at a lonesome ganker.

So yes. Remove PvP and make it PvE. Or alternatively, redesign into something less contentious, but Status Quo is wasted content.

As an addendum, Tel Var actively promoting griefing and ganking isn't helping to draw people.

That's one of the many advantages of being in the EU, EU Employment Laws. Even my own country, the UK, has kept those very same regulations. Even though we have unfortunately left the EU.

Though I have been retired for fifteen years, I also have never experienced such treatment. That's even during the Thatcher years, which was bad in their own right. Hiring and firing rules were still abided by. It just happened more often. Even today I am not aware of such treatment, though It could happen in the defence sector, I just don't know.

Even if an ex-employee went down the destructive route, they would be open to prosecution for criminal damage.

I had the achievement way before Zerith-Var became available, and I was able to give to the poor and have it count. So it's not that.

If it's not going to be able to do that, it should at least do something that justifies its existence.

The skill is useless and even after all this time feels like false advertising. The ads for it before release showed the player putting portals up on top of rocks, traversing overland with it, etc. in reality, this never works. I only ever even wanted it to make my player homes have large spaces you had to cover with magic, but that doesn't even work.

No, the PvE instance of IC is basically the overland. What makes IC unique is the risk of meeting an opponent in an environment that's hostile to both players. As for event objectives, I like that there's different events catered to different areas of the game, and I don't think every event should cover every single playstyle. If you want to participate in the event, you have to do the associated task. It also makes events feel different from one another.

Normally I'd say yes, but being in the imperial city puts me on an edge that ESO never gives in PvE. You don't know what kind of threat may be around the corner, or even watching you.

Now I still try my best to avoid PvP there because I am there for the PvE. But that added threat is what makes the PvE elements of the zone exciting to engage in imo. Nowhere else do I think "is this treasure chest a trap to lure me in?" and I think that is fun. It keeps you thinking.
