As a temporary solution, couldn't you just take the rewards and never see the popup again once completed? You know this won't be fixed any time soon, and from the words you're typing this is causing great distress.

Your third post on this thread prompted a temporary solution to take items you don't want which you can leave to rot in your collections as the notification will remain. Well, you either get the notification or you get the reward currently.
As a side note, make downvotes an option please ZOS.

I don't know why anyone is arguing with the OP. All they are doing is giving their honest feedback. Tomes is a new system and ZOS needs to hear everyone's feedback, not just those that enjoy it. And the truth of the matter is a that there are many others that feel the same way the OP does.
Tomes and Golden Pursuits are task lists, not content. And there are too many all at once and some of us would like to do other things with our game time but feel pressured into this.
Others may have different feedback which is fine, and they are free to share that here. But their feedback does not negate the OP's.

Please implement Prowl to work in March of Sacrifices Indrik fights. As a werewolf it is disappointing that pne cannot sneak on the Indrik, and has to leave werewolf form in Hircine's hunting grounds of all places.This is the official feedback thread for Combat Refresh changes for the Werewolf coming in Update 50. After you have a chance to try out different combat scenarios, let us know what you think of the current balance and changes.
Specific feedback that the team is looking for includes the following:
- Do the refreshed abilities correctly portray the mechanics of the ability?
- Are there any key Werewolf changes that you enjoyed?
- Are there any key Werewolf changes that did not feel great?
- Is there anything else you would like to share about the Werewolf changes?

ZOS said the wanted to get rid of FOMO, but yet they have actually added more things to miss out on, and the tasks take much longer to obtain.
I used to have zero problem doing the daily endeavors on 4 accounts on both NA and EU, that's not the case anymore with tomes. We had one weekly, now we have 5 new weekly challenges every week that are much more time consuming to complete than the weekly endeavors used to be.
They talked about all the different currencies in game and made a statement about reducing that, then they came out with even more currencies to use.
The real problem is that ZOS is saying one thing, then doing the exact opposite of what they said they were going to do.
Now they are spending time making all these class changes while we still have bugs in the game that have been here for years (stuck in battle bug that they asked us to NOT list on the forum about "bugs wish list to fix")
We have had a very large player base leave the game because known bugs haven't been addressed at all...those bugs that have been in the game should be finally fixed.
Currently on the PTS they're testing the overland difficulty thing, and on the first day of PTS there were threads on the forums about some player spending all this time to kill a boss on high difficulty, then some other player coming up and "one shotting" the boss because they're playing it on normal difficulty...who didn't see THAT coming? As I've said many times in the threads about this, if you want the overland experience to be more difficult, then don't use the meta build sets, get rid of your CP, and play the game in "murder hobo gear"...stuff you just pick up along the way in the zone. Start out naked and do the content. The feedback I got was "I spent time to collect this end game gear, I should be able to hit 180k all the time.", which goes against them wanting things to be harder.
I have played the game since Beta, I have 4 accounts. I remember when hitting 20k was difficult in the game. I remember when zones were level specific. It's not the "game" difficulty so much as it is the damage creep that has been introduced to the game to make things so much easier.
I agree that we do have "too many things to do" in the game. The GPs this week to "warm people up" for the Night Market didn't need to happen, especially if they're going to have the GPs during the Night Market. We just had 2 back to back events, now Vengeance, and we're going to have another "event" happening at the end of the GPs, with even more GPs to do, besides the Tomes. Endeavors were replaced with Tomes that require a lot more time to complete than the daily endeavors. ZOS said something about people having FOMO for daily login rewards, and what did they do? They had daily login rewards for Tomes.
No, we don't "have" to do this stuff, but when they talk about doing stuff to stop the FOMO in game, then literally keep it and add more tasks to obtain things, they have actually made FOMO worse!
@ZOS_Kevin and @ZOS_GinaBruno please take this to heart that we've actually had the FOMO increased and not decreased.
Thank you for what ZOS does with the game, but please take this all to heart from someone that loves the game, and has loved the game for 13+ years.

Re: why make subclassing if passives work only with pure class?
Instead of reigning in a moderate number of outlier combinations they decided to add another layer of complexity to the problem. Absolutely horrible move with no real value from a gameplay perspective, when those mechs could have been baked into proper reworks anyway.

Yes. I run a trading guild - that means 30 sets of daily writs across 2 accounts to barely have enough gold to run my guild.
I'd like to note that none of the Tome Challenges reward daily crafting writs.
I'd also love to be doing housing more - again not rewarded by any current "challenge".
I'd love to have more officers in my guild to help out - but no one is even willing to give 1 hour a week to the guild. I've been asking for years. While my current officers are leaving the game.
So yes, ZOS IS telling me how to play. The Tomes and Pursuits funnel your play to certain activities - this is one way all MMOs direct play.
Don't tell me to re-roll Tome Challenges - I do, and get the same or similar challenges 3-5x IN A ROW. Good for you people who get different things, I do not, on either account.
Sounds like running a trading guild is telling you how to play. And it may be time to get new officers that can help you with it.

I mean, I've seen another "the game needs more to do" thread some days ago - where it turned out many people would welcome more small activities you can just do in Tamriel, when ever you wish - no chore list with time limits. And I wonder if that could be the solution to people wanting more to do (and the devs wanting engagement with the game)? Being able to do more with housing - maybe something about gardening/alchemy/cooking. Small dice and board games in taverns (nothing that takes too long or is overly complicated - I have the impression that's the problems why ToT doesn't appeal to a lot of players). Adding more detail to fishing. Just things people can go out doing if they feel like doing them.
Would it work long-term? I don't know. But I know I'd find that more interesting than the current chore lists about fighting over crafting materials with random people, or camping at a specific world boss for 25 minutes (just waiting most of the time - which isn't what I'm actually interested in when I log in to play a game) because the task requires me to kill it 5 times.

I think we just need to take personal responsibility for our free time.
We don't need every single cosmetic they offer us for free. It's nice of them to add these things but if it's too much just skip something.
Just ask - will you really use this pet? If not just take it easy. If not this pet, than anything else that comes out. I used to spend a lot of my time on tasks for items I never use, and that's really on me. If you dont' get this, there are lots of others just like it and it's not a big loss.

Because OP (and you) have a choice to not do the content if it is too frustrating. ZOS is not holding anyone hostage and forcing you to do it. And no, making rewards that nobody’s actually going to use is not forcing anyone to do things; you still have the choice to say “I don’t care to do that.”
OP is asking that this not be available to anyone. That’s the difference.
People are allowed to not do tasks if they don’t want to. But if your plan is “I don’t want to, so make it unavailable to everyone!” then that sounds like you are trying to dictate others based on your personal desires.
