I think you should wear it. You earned it. ZOS has already done one fix to try to fix the empty instance bug. And they have posted about doing another fix to allow more players finish the Writhing Fortress quest.

I think it's really weird that they are removing the only unique piece of content we got during this event. But I am not sure if it would work well without hordes of players. Without rebalancing, it would be another bastion nymic.
Yep. If it wasn't dramatically re-worked or tweaked, it'd be dead content in a month. That is unless it was given its own unique dungeon finder queue that would fill with random people until it hit critical mass.

I didn't even realise I had it, there was no notification for me, just for the adornment, just found the title at the bottom of my titles list.
Only bug I encountered was, Skordo not being there when I went to turn in the writhing fortress, I had to abandon the first new main quest "the worm turns" for him to appear and that was only because I saw it mentioned in chat if I had progressed the quest, I would have been screwed.
Not an acceptable bug IMO, ZOS should have learnt by now, if you have multiple quests acceptable they should all be complete-able especially after something similar to this happened with Abnur Tharn and the main quest along with the demon weapon prologue and the whole being able to play in any order since one Tamriel.
I am holding off exploring the other half of Solstice for now, going to wait for the crowds to thin out, so that I can actually kill stuff during quests and any major bugs to be found and hopefully fixed.

I do want to add though, the current WardenBladeX build (where X is just insert 3rd skill line of choice) that plagues PvP needs addressing. Solving Charm will fix most of the warden aspect of this build, but the elephant in the room with this build is the Assassination skill line. This skill line needs massive nerfs to it's insane crit chance bonuses (that makes it a mandatory skill line for DPS in both PvE and PvP) and the removal of firing multiple bow procs back to back that are basically ultimate level abilities, but without the long build up time (30s+) that ultimates are supposed to have.
As for the other aspects of PvP raised but not covered:
Rewards:
Rewards are an interesting topic. The main issue I see with things like locked rewards (and it's not an issue with the rewards being locked behind specific content), is that there's a certain subsection of ESO's community who are a very loud minority that feel way too entitled to have absolutely everything in this game given to them, even without participating in the content that gives it (many of them also have an extreme aversion to PvP). So while yes I agree that there should be more meaningful rewards for PvP that are locked to doing PvP activities, I just cannot see it being implemented by ZOS because of this.
Vengeance:
As for Vengeance, this has been interesting to watch over the past few months, there were claims of vengeance killing PvP if it got introduced, but every time I log on to ESO the past few months (which is daily), live Cyrodiil Greyhost barely has 1 bar (maybe 1 alliance has 2 bars). It seems live Cyrodiil is just as dead as it's proponents claimed vengeance would be.
Is Vengeance mode the future for PvP? I doubt it. Too much is lost without the ability to theorycraft builds, but bringing back the ability for the massive scale battles is something that should be strived for, the issue I see with vengeance (assuming it is just tests to find causes of bugs/issues and test fixes that can be taken to live servers) is that it's too slow and too late (this doesn't mean ZOS should stop, but speed it up as much as possible while addressing the concerns of vengeance and balancing to ensure what the tests can find out will be in time to help live Cyrodiil).

Solutions:
- Remove Rush of Agony from PvP (it's a PvE set anyway) and make Charm a regular stun.
- Directly address ball groups via limiting stacking of buffs, heals and shields. The reward for organized play in PvP should be better coordination and group based skill, not infinite power because the group can slot/stack more buffs than anyone else in the game.
- When it comes to rewards, ZOS needs to completely ignore (and ideally drown out) that small selfish subsection that is plaguing this topic and stifling any progress from being made here and actually look into adding desirable rewards for PvP activities/achievements.
- Huge balance overhaul for PvP beyond just the specifics above.
- Lastly for Vengeance, a few things here.
- ZOS needs to confirm (and stick to this) that vengeance is just tests and won't be "the final product" or at most will be an option for cyrodiil (ideally a "learner" cyrodiil for new players to learn PvP basics).
- ZOS needs to speed up these tests so they don't drag on too long.
- ZOS needs to do balancing for live Cyrodiil in the meantime so PvP doesn't die completely while waiting for the results of these tests to produce outcomes.

Eh, the lore gives plenty of examples that they suck, too.
That's the beauty of the old Elder Scrolls lore. Everybody sucks. The Nords whine and complain about how Bretons are magic-loving half-elf pricks who can't resist consorting with dark powers to try and cheat death. You go "eh, bunch of racists." Then you meet the Reachfolk, who have hagravens and briarhearts all over the place. Then you meet the court wizard of Solitude, who is a Breton vampire-woman with a S&M torture dungeon. Whoops.
You hear people spewing racist hate at Khajiit for being drug-dealing, thieving, low-life scum... and then realize that most of the Khajiit you meet are smuggling skooma, scamming people, or robbing travelers. Whoops.
So on and so forth, for everyone. Elder Scrolls games used to make the point that being racist and believing in stereotypes is wrong... and then playfully reinforce the stereotypes while chortling in glee. They'd give you sympathetic portrayals of orcs at one moment, and then show them being savage, Malacath-worshipping, bloodthirsty savages who are their own worst enemies the very next. Often in the same quest.
Pim's quest having none of the playful nuance of the old days wore on me. So too did the various quests insisting that Bosmer actually aren't cannibals and are just Rousseau noble savages of the jungle unfairly maligned by racist Imperial propaganda... which is a supremely boring premise. Part of the fun of the Bosmer is that while they look like goofy, short lil' goobers... they're actually horrifying cannibalistic fiends who just look adorkably lame. The racism towards them is, like almost all racism in Elder Scrolls proper, not inherently without droll merit.
But those were the old days. Now we have this.

As to Pim, I found her less stupid and more supremely bland.
If this was Elder Scrolls of old, the whole quest would be darkly humorous. She'd insist that goblins are more than feral beasts and recruit you to help them, and you'd see that goblins actually have a rudimentary tribal society. One that consists of shamanism, primitive hunting /gathering, and... viciously seizing territory whenever possible while feasting on the flesh of any man or mer dumb enough to come within arm's reach.
And then they'd eat her. Either that or torture her until she went completely insane and started fashioning totems out of bones and her own excrement, at which point she'd be at their general intellectual level and they'd tolerate her as one of their own. "Goober gobber, goober gobber, one of us, one of us" and all that.
The general lesson would be: showing kindness to a race of savage hunchbanks that live in caves and worship dung-covered idols is probably a bad idea. Being a bleeding heart in a dark fantasy setting isn't setting yourself up for long-term success.
But this isn't Elder Scrolls of old. The goblins aren't bad! No, they're just misunderstood indigenous folk mistreated by the awful prejudiced humans who have usurped their ancient tribal lands. Portraying them negatively would be punching down, so we get to help them. Then all the goblins in the zone become neutral to us, because we showed them the power of progressive courtesy. Be better, Colovians!

Edit: Found the fix in known issues thread. Drop that quest Azah gives you, The Worm Turns. Then Skordo will appear.

I'm glad to see I'm not the only one who thought the Writhing Fortress was awful... I seriously had no idea what was happening, nor what I was supposed to do the whole time, but because apparently everyone in the dungeon is all supposed to be working together, if you can't figure it out in time, everyone else completes everything for you so you don't actually get to do anything. I did basically nothing but get lost the whole time and after like an hour of wandering mostly aimlessly for what felt like 3 eternities, it basically completed itself while I was dead. I have no idea how "we" actually eventually won. I don't know what they were thinking calling that a public dungeon, when it is NOTHING like ANY of the other public dungeons in the game. Why does normally harmless azure plasm kill us now? No clue. What TF was the glowy ball we needed to punch to be immune to it? No idea. What were all those ballistas for and how were we supposed to use them? No idea. Was there a skyshard or group event in there, or was the whole thing the group event? No idea. How did anyone else know what TF to do? No idea, because talking to the NPCs explained jack ***. What did the hints even mean? No idea. Everything kept completing itself around me before I could get my bearings. I technically beat the dang thing and have no idea how or WTF happened. I didn't even see the bosses die. It was a miracle that I stumbled over the gold chest with the loot in it.

There's no reason to feel bad. I don't have it yet but will inevitably get it whenever they get around to fixing this. That said, I never, ever notice titles on other characters at all (PC). I'm not even sure that option is enabled on my side.

... and you need someone to collect, confirm, and curate bugs in Live. It's a match made in heaven - call me!
Given how ZOS typically ignore non-Crown Store bugs until the point at which the game becomes unplayable, I wouldn't get your hopes up too high.
