...except for the fact that ZOS devs have said that people hoarding stuff is one of the biggest problems and they're struggling to keep up with the data as it is.
There's a reason that they changed the mail timers, and the guild trader timers, and have been trying to pare down redundant things here and there throughout the game. Enabling more hoarding is the opposite of their goal.

We don't live in that world anymore.
Skill lines have to be good on their merits in order to be chosen by players and something like Shadow is simply not up to par. Look at any of the posted metrics from ESOLogs to see that completely confirmed. Tanks don't use it. Healers don't use it. DDs don't use it. Nobody uses it.
You have certain views about you think that NB should be played but that is out-of-step with basically the entire playerbase who want Shadow to useful for tasks beyond the narrow case of ganking in IC.
If you think the shadow skill line is for ganking and can't figure out how to use the skill line, the narrow thinking is yours - find a theory crafter and ask for help.
You don't know how I think the NB should be played, you haven't asked. Your assumptions reveal your ignorance.

There is many of us that have been playing since the betas, that play for months, then leave for months, and that is normal, it is the game's life cycle, I also(And my guess is many) go back to Skyrim at least 2 times a year, that is just what bethesda games are
But now you go anywhere and everywhere and there is a lot of people running around, doing missions, exploring and so on.
I am wondering though, do many noobs and tired vets no longer pay the sub? I could never play without the craft bag, but as I some times spend hours farming and doing writs and such, I have noticed that despite there being more players than I had seen in a LONG time, I also se a ton more mats available, when some times, even with "less" players, say, 2 years ago, I would not find more than a couple nods every once in a while, and good luck with chests... these past 2 weeks I have seen more nodes untouched than ever.
In any case, that sort of matters but not at the same time, so long as people keep buying the game
what? game is pretty dead compared to what it used to be. long queues for dungeons as a tank, not a lot going on in group finder. which really sucks because im back to the game and enjoying it again. but game is pretty dead, look at steam charts. but summer is almost over, i know i didnt play much at all during june and july, moreso in august because it was too hot outside.
