Steam vs Standalone ESO Accounts

Is there any way for someone who plays ESO via Steam to disconnect ESO from Steam, so they can play ESO via the standalone launcher? My trial group recently lost one of our best core players when his Steam account was suspended. I don't want to get into what happened there, but it was nothing to do with ESO. Also, I hope this doesn't fun afoul of the rule on discussing disciplinary actions since it was a Steam action, not an ESO action. Anyway, is there anything he can do to recover his ESO account, or is it unrecoverable since it is connected to the suspended Steam account?

✭If the account was created before one Tamriel your friend can use the standalone launcher.
Did your friend already contact support? If so you can post his ticket Nr. and maybe @ZOS_Kevin or @ZOS_CouchTato can make sure it gets to the right place.

Both have Bethesda standalone launcher.
As has been said. You need to buy the base game through ESO store to use your ID and password and play without Epic and Steam launcher. I play the Steam version this way, I have the base game and some chapters through ESO store and I can use my ID and password to play.
