I don't tjhink that it is difficult to implement, because the basic functionality of phases is already part of the megaserver and when you group with people, who are not in your phase, you will see a message that asks you if you want to be shifted to their phase in order to be able to be in the same group. And that is all what would be required, a shift to another phase - you would stay in the same place, but all people around you change, when you are moved to the new phase. So the harrasser is gone for you, he is still in the same location, but you cannot see him anymore, because he is in another phase. It could be that simple.

You think that you have not victim blamed but by putting the onus of dealing with the problem ON the victim rather than on the perpetrator, and it does not matter if we are talking real world physical assault or the psychological assault common to video games, that really is exactly what you are doing. What you're still failing to understand though is that situations exist where "just ignoring them" doesn't work because we don't have the ability to ACTUALLY ignore them. When ZOS finally gives us that it'll be a completely different ballgame. You won't even NEED to report the TOS-breaking idiots and ZOS won't NEED to do anything about them. As it stands now though, the current system of reporting is woefully ineffective and insufficient. And that's really why this thread exists in the first place.
I agree that we should not be in contention but I would encourage you to urge ZOS to take ownership of this problem and fix it (because they CAN) rather than telling the player community what they should do according to you. Assume there's an event going on with a bunch of players in attendance. Some toolbag happens upon it and starts spamming all the flashy and noisy abilities at their disposal, completely distracting everyone and wrecking their enjoyment and participation. And they do this for anywhere from 15 minutes to over an hour. Even if they never type out a single thing in chat, they have ruined the experience of several players which is a clear violation of the TOS. And I do not think it is reasonable to tell ALL those people that they need to go have a cup of coffee and read the forums for 15 minutes or port to a different location. After our exchange, do you still think that's a reasonable answer to the problem?

This coupled with greater transparency of the process to include reports of number of players banned or otherwise sanctioned and a strong public statement FROM ZOS that this behavior breaks TOS and will result in permanent bans from the game. Because I'm really just OVER watching all the abuse, from the mild irritation types to some of the truly sickening and appalling things I have seen in this game.

This is exactly what I thought today! Typically Korean mmo's have a feature to 'Hide Other Players" the most recent example is Blade & Soul, where i can quite literally make every other player disappear and feel like I'm the only person in zone.
If ZoS could add this option in game but also tweak it to automatically 'hide' any player on your ignore list, this would be a perfect solution!
Not only that but being able to 'Hide other Players' option would be great for folks out there questing trying to feel alone and unique in the world. Meh murshun
As a side question @MornaBaine , have you played many other mmo's? (I dont mean that question to sound rude or sarcastic please don't misinterpret) Because this isn't just an ESO problem... it's been getting worse and worse as the Buy to Play and Free to Play models have become more mainstream in the mmo worlds.

Of course the question then is, if there are other people in the phase you were in who were not grouped with you, how would they be able to "travel" with you to a new phase? If entire groups of people all have to travel to a new phase rather then the harassing person being moved that could be problematical. But if you can force the phase change on the harasser I can see that very quickly being abused and turned into a new tool for griefing in short order.

Another function they could add instead (because after all, it is an online game, so playing all alone would kind of miss the point) is instead of being able to visually ignore everybody, to just do it more lightly, for example, you can click on the person and report him/her, with a video attached, or screenshot, of how that person harassed you, and they will visually ignore both of you to each other, automatically if it falls under the harassment section, even before they get to check if the block was legit or not, and if the block was legit, the other player will never be in the same world as you, (plus he will get warnings and ban for a while) or if it wasnt legit, then the person making a complaint should get a warning, and with two or three warnings, they wouldnt be allowed to play for a few days.

There are many players who use the report features, but far more who do not - which is why we take opportunities like this to promote them. Similarly, it's quite common for people to be unaware of the ignore feature, especially here on the forums where they were not initially available. We understand that some players would like to see more options, and as always welcome this feedback and discussion.
I do have to draw the line at player-dispensed 'justice' though. I don't believe in players trying to troll or harassing harassers back if they are harassed themselves. They should just report, turn the other cheek and let the GMs do the rest.IKR! They shouldn't be afraid to ban these harassers on the spot if they have repeated offences. I agree, although I think they do ban people for harassment. Unless the people that go cry on the sub-reddit are lying about the reason for their ban. I mean, maybe they think that we will offer them more sympathy and join them on saying it is unfair if they say it was because of a "rude joke" instead of for, I don't know, botting or selling gold.
By the way, I must say that this thread gives a pretty good idea of how great this game's community is. Many more posts here are offering sympathy to the OP and agreeing that harassment is bad instead of telling the OP that they shouldn't be so sensitive. It makes me happy.
Absolutely. And not only because that is morally wrong and is also getting on their level, but also because you risk being reported yourself if you try to harass back.

The help site truncates reports for display reasons. When we access these reports (and bugs), we have everything that was written: One sided black planes sticking through either side of the door frame. It was present when I arrived Alcaire Castle, remained on entering and exiting the room.
There's also a large amount of additional information automatically included in the reports to help with investigations, such as your character's position when the report was submitted.
I remember someone trying to grief me before. I just started sending horrific pictures to his Psn. He ended up telling me to stop bothering him, to which the pictures doubled, and any sick picture I can find, ended up on his messages. He finally went away.
Moral of the story;
Man up TC. Mommy and daddy can't help you here, and zos sure as hell won't. They're too busy counting the money you hayseeds feed them.
Just be twice as nasty, if you can. If not, call some anti bullying hotline and complain that someone made you angry on a game. You should also Google 'Fez watley'. You and him have something in common. You allow people to get to you.

The thing is, there's no way to tell what ZoS will or won't take action on because they are completely inconsistent and lax on this issue.

I think zos is so lax on this because ultimately it's up to the individual to take the proper steps in handling harassment. Zos has provided tools like mute or block to help combat harassment. Also Your able to report the harasser. Once a player is muted there's not much else they can do to harass you, unless you can't emotionally handle their virtual presence then I don't know what to tell you. Iv been playing eso and got into an argument with another player, after I left he sent me picks of his *** thru xbix message. Lol I'm pretty sure harassment thru Microsoft is a Microsoft matter not an eso one idk anyways thank you eso for allowing your players the option to mute and report mean people.
