This is still in its testing phase. I'd like to see some fundamental changes before we get to that point. Once there have been more additions and ZOS have more data, I think they should actually reduce the cap from 900 to 360 brining it inline with other campaigns, and have 2 Vengeance. One alliance locked, one open to all.
If player numbers then grow, ZOS can simply increase the cap. IF the numbers grow. I'm not convinced they will at present.
Two Veng campaigns, one faction-locked and one without the lock, is indeed an interesting proposition. But I'm not sure that bringing population caps to 360 is a good idea, as we would be again in the "map too big and too empty" situation.

i dont think there would be enough pvp population for 2 vengeances lol
the population caps in veng are already 360/faction which is 3x that of normal cyro camps
as for the OP topic, i dont really care much about the faction locks as i only have AD toons lol
but something that could work is maybe making vengeance a 7 day camp that is faction locked, so it rotates faster
to be honest i think 30 days for the campaign duration is too long, its not even worth it for the transmutes anymore
