Even just doing a daily imperial city quest will get you over 100 tel var from killing a few mobs. So I go in to do an ic daily for a siege of cyrodiil merit then i have to run back to a sewer exit where some ganker is waiting and i get killed? Which part of that is fun gameplay?

But you can get 100 Telvar extremely easily. It's a low enough number that someone who hasn't been farming Telvar can't get out either just because they defended themselves. There are things like fishing achievements or keys they may want to turn in.
Something like 500-1000 Telvar would still prevent farming abuse without requiring death taxis for people who are there for non-farming purposes. I guess death taxis aren't the worst thing in the world if you don't have much Telvar to speak of anyway. But I'd kind of preferred people who were purposely trying to die wouldn't run into me on the rare occasion I'm actually playing IC.

the cat and mouse thats a big part of the fun in IC , you want an quick in and out do quest then die to some add go to base and be done if telvar dont matter/aint the reason your there why would it be so hard to do ?????

Why EVERY person is so pessimistic in this thread? Imagine you going to sewers exit and killing ganker because you have decent gear, awareness of situation and detect pots ready, and gaining additional 5k from them lol. It is fun gameplay, sorry for you it is different on your side.

Because the current tv limit forces people into high risk, high time consuming activity for low reward.
Good games have low reward activities also come with low risk. But encourage players to take on riskier plays for higher rewards. The higher the risk, the higher the reward. The lower the risk, the lower the reward.
Telling people who are only interested in a low reward, very quick activity that they need to be fodder isn't going to make them positive about IC. It's just going to make them not bother with the mode or bypass the force mechanicism by purposefully dying. And a player that is purposely dying can have negative impacts on unrelated people.
We’ll touch base with teams to get some answers.

Cat and mouse is fine. Is there some game breaking we’re solving with this? Otherwise it’s just annoyance for the sake of being annoying.
I would suggest replacing IC quests with something like "kill X people", "take district N", "kill boss S" (I genuinely have no idea what all quests are, I have finished only few of them in IC, but all of them was something like "free these people", "burn sieges there" and other slop), then it will be interesting for PvP players and will prevent PvE players from appearing in IC and doing these low reward quests.

Because no ganker on any side of the planet will be sitting there with 10K telvar. Or any, for that matter.
Gankers don't need to carry telvar, which is part of the issue. If PvPers DID need to carry their own telvar to take yours, I'd deem the mode more fair, but PvPers don't like this idea of course.

They still can queue Cyro, just need to bank Tel Vars first, then queue for Cyro - and you can do whatever you want, reaching any amount of Tel Var will not cancel the queue.

I have not seen these, I tested it on Week 1 of PTS, and on top of that, you still can queue dungeons, BGs, etc. no matter how much TV you have, so it will not be the problem, I doubt they will stop it.
I saw one message what IF gaining 100+ TV makes them leave the queue automatically, they will not play IC, but since it is not the case now, they 100% continue playing normally.
I play while queueing for Grey host usually. When this goes live I simply won't bother

Has something changed for leads? You can get them entirely from PvE with rare exceptions, e.x. one lead for DDF and Malacath drops from IC. But if you are PvP player, you can buy them instead of farming in PvE, that is how it works, and IA is an additional source for PvE grinders.
You are trying to get them the most inefficient way for yourself, trying to grind PvP, which is harder for you, than grind them from PvE. Why?
Maybe reducing the cost of the retreat stones would be in order as well as an overall increase to tel var drop rates in general. That might make people visit IC more, it is rare to catch me in there beyond a bit during Midyear Mayhem. With these changes it will probably be even less, but I already have most of the things I want from the vendor anyways.
10k isn't much if you are in Cyrodiil a lot with a guild farming flips, but not all players do so. Not super worried either way, I don't think this will increase the interaction unless they add more incentives.
