So how are Treasure Maps working?

I get that they pretty much received the same treatment as surveys and master writs.
But my question is this... What happens if while unsealing unknown treasure maps you get a duplicate? So does it bounce back as a failed attempt? Does it re-roll until it's successful? Or if you can indeed have more than one, then why the need for the Unsealed Envelope mechanic like writs and surveys?

There were two changes made to treasure maps in U49. You are talking about the change where they now drop in sealed envelopes like the new surveys. But the more important change is the removal of the Unique tag.
That Unique tag is what was preventing you from having multiple copies of the same map. That Unique tag is what was preventing identical maps from stacking with each other. That Unique tag is what was preventing them from being stored in a guild bank.
The envelope thing is nice, but the real meat of the treasure map rework is the long overdue removal of the Unique tag.
(For those who don't know, crafting surveys used to have the Unique tag too, but that tag was removed in late 2015. There was an attempt to remove the Unique tag from treasure maps not long after their removal from surveys, and it even made it onto PTS, but it was reverted before it went live due to unspecified problems. And now we are finally getting the Unique tag removal for treasure maps... again. A decade late.
