Botters - We are continuing to improve our process and security behind-the-scenes for combating botters in-game. This is an ongoing work in progress that we are fully dedicated to. Please keep in mind that we cannot go into detail on the various actions we’re taking to combat botting, as doing so could put our game and security at risk.

I'm pretty sure the things you mentioned are build into cars because by now, it is required by law that they have them built in. The are no laws regulating MMO authentication security, yet. And pray that there ever won't be, because security would end up to be only a very small part of regulation.
ESO did come with a IP verification system by email, however. Try to log in from a wildly different geolocation, and you need to enter a randomly generated security code sent to your registered email.
And while I'm sure that of course knowledge and experience get carried around by industry veterans, the implementation of two factor authentication (TFA) requires two things: the licensing of the necessary RSA software, and an infrastructure in place for distribution of hardware tokens, actual authentication coupled with accounting, and error handling for customers. Both need time and money.
Maybe TFA wasn't just high enough on their priority list in the face of getting the game out of the door. Maybe it's in the pipeline. Maybe, if enough people ask persistently, it will get implemented soon(TM). Be sure to keep an eye out for any announcement in that direction.
