Do you have this issue with the base Indrik that can be turned into the several differently colored ones? Because you can always collect the fragments for the base one although you already have all the variations and another base one unlocked.
It seems that this is due to the case they add another variation later.
It should be normal behavior.

Not a single entry regarding Inriks. This is because I completed all indriks and back when I did that the fragment was removed upon completion. It auto-cleaned.
Now, based on Czeri and scrappy above, the system is a mess for everyone.

There are years worth of fragments that I got already and can not get again, and the list gets longer every year. It’s not just that stuff too, there are ToT card fragments listings for cards I already got.
You can just use the single ones until you unlock the achievement. Entries for completed collectibles are supposed to be be hidden.
In the past, when there was a collectible that didn't behave, people would report it, and some time later you'll see a patch note saying XYZ will now be hidden if you've completed it.
But in recent years, more and more of these have fallen through the cracks.
Personally, I rarely use that UI and have largely relied on addons, so it's something that I haven't paid much (or any) attention to.
