I also think this could be a good way to teach new players about emotes.

Yes, I'd love to see it causing an actual reaction. It would be even better if it took into account the status of the player character. Some random person's disrespect would certainly be deemed unacceptable. But if it's the Hero of Coldharbour and Saviour of Tamriel who was called for help? Just as unacceptable, but the reaction would probably still be different... I think it would be interesting and fun to see what happens (and I hope that the new dialogue option system they've announced to introduce will lead to something like this - although I'm still wary how complex or not it will get).
Yes, there are some NPCs where you get extra dialogue options during one quest if you've already completed another quest. Most of the time it's when it's a recurring NPC who you could have met in a quest from the base game or an earlier DLC, but sometimes it's just when you've done something relevant to what you're talking with the NPC about (something along the lines of "Actually, I've met Molag Bal"), so it's certainly possible.I was going to say it's probably easier to set up when it's tied to the character, but there are already NPCs who will react to things the player character has done. Usually just commenting on it, but I think very occasionally it gives you extra dialogue options, so they probably could set something like this up too.
