If the whole reason you're nerfing a skill or set is because it's a problem in PVP, then change it just for that.

I'm really thinking about the Rush of Agony woes, and the previous changes to Arctic Blast. The latter ruined my farming build that I had for well over 2 years. Thankfully, scribing could partially substitute it, it's still not the same.

If you're looking to separate PvP and PvE you should start with skills first. Separate how they work so one doesn't get a nerf at the expense of the other.
A large proportion of sets can be bought and traded in guild stores so their origin is irrelevant, unless you are suggesting that the sets are unable to be slotted in the "wrong" environment.

This sounds like a way to anger both PvPers and PvEers.

It's a good idea in theory but there's 10 years of commingled sets that need to be untangled and you can't do that without most likely angering everyone.

For example, I use the following PvP sets in PvE:

Powerful Assault
Elf bane
Deadly Strike
Nunatak

I also saw a suggestion to separate PvP and PvE skills. I use the following assault and support skills in PvE:

Aggressive Warhorn
Vigor (both morphs)
Proxy Detonation
Caltrops (both morphs)
Charging Maneuver
Trample (scribing)

Barrier (both morphs)
Siege Shield
Efficient Purge
Guard (both morphs)
Flare
Banner (scribing)

My tank, healer, and DPS builds in PvE would be decimated if these were removed. Please don't go there.

PvP should be balanced separately, absolutely. They already have various tools to do this and should lean into them more. Might want to check out what they're trying with the cyrodiil vengeance campaign next week. But restricting certain sets to one mode or the other, no thanks. Theory-crafting is a major part of the game; players should be able to gear up as they want to; there's 10 years of sets and builds that are comingled (as mentioned above) and a number of sets cross-over between game modes; and many of us play both game modes.

In theory it's not a bad idea at all, but the elephant in the room is dealing with all the sets that are currently used in both modes, or are obtained in one mode but used in the other. Deadly is heavily used for pve dps. Pariah at least used to be a common defensive pvp set (I don't keep up with things so not sure if this is still true, just an example). Crafted sets such as wretched vitality are heavily used in pvp, but have a pve "source". Stealth sets such as darloc brae might be equally desired by a pve thief or a pvp ganker in IC. Every mythic item is entirely or mostly pve sourced. And on and on.

I simply don't trust them to resolve this issue in a way that would be acceptable to the playerbase, and instead many popular builds and choices would likely be eliminated.

It would also take away a significant part of the motivation that some players have to cross over between game modes, (ie: there are pvp'ers who do dungeons and arenas, or get involved with crafting, for gear; and there are likewise pve players who get involved in pvp for gear and end up enjoying it and staying) likely reducing the population of both modes.

Sets that cause major balance problems can already be adjusted, such as with the "against monsters" or "against players" modifiers; or through "has this effect under battle spirit", such as Beacon of Oblivion.

I think other options exist.

Experience says that is the the most direct way to kill PvP popularity.

Sets, no way.

Approaching a full decade of trying to balance PvE and PvP with little success, I'd submit that a new approach - of balancing them separately - is worth a try. Don't care about sets but agree with those claiming skills are the problem.

I couldn't care less about what sets are used. I hit "Yes" for the possibility that nerfing or changing a skill or set for PVP would have zero effect on that set or skill in PVE. Sets like Azureblight, for example, which were nerfed in PVE for purely PVP purposes

I'd like to see skills balanced seperately between the two modes, but I don't think there's any need to split gear and I doubt it would be very popular if it meant having to farm the same sets twice just because you want to use them in different game modes.

It could also make getting into PvP even more difficult if you can't even carry over the gear you've already got. (I assume you'd start with something, but it would be pretty basic.)

This should have happened ten years ago.

If the poll was about balancing the skills separately, that would be an instant Yes from me. Separating just the sets will not do much in my opinion.

That you have to go into pvp to craft, like shield breaker.

As far as that goes, guild balls exist.

I do think though that PvE vs PvP should be balanced at the set level not the realm level.
