Just balance classes (important) in Cyrodiil using adjustments to Battle Spirit to disallow the use of more than ONE heal at a time and ONE shield at a time with NO use of multiple heals, multiple damage shields AND multiple EXPLOSIVE PROCS (And you know which ones I mean!).

PvP and PvE are already separate. If you don't want to do PvP, then don't enter Cyrodiil, Imperial City or Battlegrounds. This is already a given. The two are ALREADY separate.

    What's the problem?

    Favorite Foods and Potions
    https://media.giphy.com/media/3otPoTggaYFNd1FdAI/giphy.gif
    • Parse Food for PvE:(DPS) Ghastly Eye Bowl (increases Max Magicka by 4592 and Magicka Recovery by 459 for 2 hours).
    • Gold/Purple Food for Sorc PvP and Meme Tanking:(PvP) Clockwork Citrus Filet (increases Max Health by 3326, Health Recovery by 406 [useful if stage 1 vampire], Max Magicka by 3080, and Magicka Recovery by 338 for 2 hours). Witchmother's Potent Brew (Increase Max Magicka by 2856, Max Health by 3094, and Magicka Recovery by 315 for 2 hours.
    • Trash Potions when feeling cheap: Regular CP150 Essence of Magicka pots that I obtain frequently from playing the game or Crown Tri-Restoration Potion obtained from dailies.
    • Crafted Potions: Essence of Spell Critical (Bugloss, Lady's Smock, and Water Hyacinth). Without magelight this is my primary means of obtaining Major Prophecy on my Sorc, which increases my Spell Critical Rating. This also heals and restores magicka. Essence of Immovability (Columbine, Corn Flower, and Wormwood). I use this in PvP, since this gives me stealth detection, knockback immunity, and restores magicka (better to use it when competent allies are nearby, since it might reveal that you are surrounded by multiple players in stealth and you will not have an emergency pot available after use). Essence of Invisibility with only 2 ingredients (Blue Entoloma, Namira's Rot, Nirnroot, or Spider Egg). I use this in PvE content that requires stealth and if I need more speed I'll use Rapid Maneuver before using the potion. Essence of Invisibility with 3 ingredients (Blessed Thistle, Blue Entoloma, and Namira's Rot). Very useful in PvP alongside the vampire Dark Stalker passive, since you'll be invisible, ignore movement speed penalty while in Crouch, and you'll have a 30% movement speed boost from Major Expedition (I always have this slotted when riding from point A to B in PvP land, since gankers are always lurking). My templar/arcanist will mostly use Essence of Health (Tri-Stat Potion) Ingredients: (Mountain Flower, Columbine, and Bugloss).

This would be devastating for the long term health of the game. MMOs need new content, players repeating content and players doing a variety of content to really thrive. This idea would take away the need to do a variety of content and some of the incentive to repeat content. PvP'rs often run trials or dungeons so they can use the gear in PvP. It isn't that they prefer trials or in some cases want to do them at all. They do them for the gear.
It is good for the game that aspects of the game overlap. Beyond being good for the game it is needed.

They already have the ability to lock sets against only "monsters" and they should continue to use that system when absolutely necessary

No need to completely separate gear outside of that

Skills? I guess we will see how vengeance goes, but if it leads to better performance or balance than I will concede on that

So are you supposed to go into PvP naked to get PvP gear???

    There's craftable pvp gear

Depends on the class and build. Unlike PvE, everyone doesn’t wear the same sets and use the same skills in PvP.

I don't think splitting the sets would be popular. But I do think it would be an idea to consider giving sets different stats for pve and PvP, not least because it's absolutely maddening when a set you use for pve gets pulverised purely because of how people use it in PvP.

Also, not to be that guy, but from the OP's post it seems that anyone new to PvP would have to start playing PvP naked. Which would make for quite a steep learning curve.

Experience says that is the the most direct way to kill PvP popularity.

    Where and why?

Because several older MMOs that I play/played used a system with PvP-exclusive stats at certain points. Many people who would be willing to casually play PvP before did not bother any longer to farm a separate PvP kit, lowering the number of participants drastically. Engagements with this population of easily killable targets is at the same time a key motivator for many PvP mains and other weaker/middling players, as success drives motivation to participate. Low populations also often led to a rather quick decline of PvP communities.

At the same time, forcing PvPers to engage with PvE through gearing kept engagements much higher in comparable games (they moaned about it, but they played). This also generally has led to a slower feeling of fatigue with these games overall.
Even during patches were raid-locked gear was BiS for PvP participation was high, whereas it was noticeably lower when PvP-exclusive gear was optimal.

I am basing these observations on the comparison of several versions of LotRO, Age of Conan, SWTOR, GW1, GW2 and also ESO throughout the last ca. 18 years. I can not present you any hard numbers, this is just my anecdotal experience.

For me, it would be "Maybe".

I explain the background of my answer: In my main game, PvE and PvP are - sort of - separated (you can get a PvP armor without need for PvE), but there is an "ultimate" level in the game, rewarding one set/style called "Legendary" and rewarding very nicely several achievements, that requests completion of activities both in PvE and PvP. The idea behind is that those who are good in both can do everything and deserve a superior status/reward.

I don't know ESO enough, but is there something similar? If yes, then you can't fully separate PvE and PvP.

Beside that, for a game owner, to keep a link between both is a chance to motivate PvE players to "see" PvP (and maybe they like it), and PvP players to "see" PvE (and maybe they like it), with a chance to motivate players to do both to maintain a balanced level of activity in both.

All in all, I believe my vote rather goes for "No".

Just think about PvP as the ultimate or true end game. Constantly varied, requiring you t to think and adapt at all times.

Making changes based on the absolute limits of what you can do in the game is a good thing. These shouldn't be the only changes, but changes to skills (and which lead to gear changes) keep the economy moving. This is all good for a healthy MMO.

Majority of set changes happens because of PvE, not PvP, but lets pretend that´s not the case :D

I personally think it´s fine not to have complete separation, never bothered me too much. The reason you put "PvP sets in PvE" and vise versa is to make people explore different aspects of the game. It´s a strategic move to make people stay longer and play their game (and honestly it´s a great design choice).
