Whispering While Offline or Blocked - Is This a Bug?

If you applied this logic to the real world: it's now legal to punch someone in the face on the street. If the victim doesn't like it, they can tell the authorities to put that meanie on the block list. However, if that same meanie comes back wearing a fake moustache, it's still legal for him to punch you, there's just no way to know for sure it's the same guy.

I would say a more apt comparison is someone walking up to you and calling you a bad word.

Which, if you are in the USA, is 100% legal.

    This comparison works because:

Both actions are illegal in their respective contexts.
    Both can be repeated offenses.
Both have systems in place for reporting and consequences (game moderators/police).
In both cases, the offender might try to evade detection or consequences (creating new accounts/disguising themselves).
Both actions can cause distress to the victims, albeit in different ways.

This comparison maintains the focus on illegal actions in both the game and real-life contexts, without needing to be in the same category of offense.

I've played offline, more often than on, for a lot of my time in ESO.
    • At some points, it was because I just didn't have it in me to do trials or dungeons a particular night but x friend was on and if they asked, I'd say yes. So I was in offline mode. Might see a different friend and whisper hey and then we'd group up to do something chill.
    • Sometimes it was because I wanted to be alone but play without getting requests (I was not whispering at this time).
    • Sometimes I joined a pug trial, usually during events, and left myself in offline mode because I didn't want people asking me for gear in the middle of the run. The join was accomplished by whispering the person organizing the group in zone chat.

I have no idea what some of you are doing to receive so many rude/awful comments but I have been playing ESO since 2016 and have about 3 people on my ignore list. And I do PvP.

As for the "they might not be rude right away" - Everyone has the option to be mean or not, you don't know if they're going to do so until they do. At which point, you block them (offline or not). I'm not understanding the struggle of "they might be mean one day in the future".

Recently, I’ve been receiving hate whispers from players who are either in offline mode or who have me blocked.

Report them and take screenshots. Reporting automatically puts them on ignore so you won't get any more hate whispers.

Well, at least not from "that" account. But of course, there are always those with multiple accounts....

Zos does have the ability, and the rights per tos to suspend or ban all accounts they believe are linked or used by the same person. So even multiple accounts is no protection from a potential ban.

Given how hard it was for me to convince ZOS that one of my alternate accounts, identical registration information except for the email account, was actually me so I could gift Crown items from the Crown Store... I question whether ZOS has any clue at all whether two accounts are used by the same person.

Also true, though there's at least one employee who knows that I have 3 accounts at one name and address and billing setup - because I had to retrieve access to them after a major computer snafu a while back....
