Whispering While Offline or Blocked - Is This a Bug?

Hey everyone,
I’ve noticed something that feels a bit off and wanted to see if anyone else has experienced the same thing.
Recently, I’ve been receiving hate whispers from players who are either in offline mode or who have me blocked. As far as I know, if someone’s offline, they shouldn’t be able to send whispers. And if they’ve blocked me then communication should be cut off, right?
It’s really odd and kind of defeats the purpose of having those features if people can bypass them. Has anyone else run into this? Is this a bug or some kind of exploit?

It doesn’t make sense that someone can hide their status and still have the ability to message you, especially if they’re using it to bother others.

It's because ZOS has a policy that you have to tell them not to harass you and they continue.
By doing it from "offline" they can harass away because you can't tell them to stop.

It's because ZOS has a policy that you have to tell them not to harass you and they continue.
By doing it from "offline" they can harass away because you can't tell them to stop.

Your conclusion is not correct. Kevin has already acknowledged that people in offline cannot be told to stop in DMs. He has said that if your DMs do not go through, you should put your text in another chat channel and screenshot it so ZOS can see when you file the report.1 -

not all harassment is hate speech or t-bagging. They require you to tell them to stop and if they continue and you have proof, then they get banned/ suspended.
Actual hate speech will probably trigger the ai chat bot they have apparently been using.1 -

half the time if im grouping with someone from a guild who is not on my friend list i just right click on their name in chat to invite to group
i dont think this is possible to do with console, or even the controller UI on PC thoughplays PC/NA

They won't mail you. Cuz they know that you'd have that to use as proof of harassment. When the threat of a ban hammer looms, they tend to shie away.

darvaria✭✭✭✭✭This should have been corrected years ago. You should NOT be able to whisper if you are offline. AND a small timer should be in place. If you whisper and go offline that player should be able to whisper you back.1

I think folks should not be doing this.
I'm not sure how ZOS can fix this. It seems to me that it would be easy for someone offline to change to online, send a whisper, and change back to offline. And it seems like someone could send a whisper, and then block the person they just whispered.

It's been awhile, but when I would get a whisper from someone offline, I would mail them a potato. Talk about getting under someone's skin, they play offline for a reason.3 -

It's been awhile, but when I would get a whisper from someone offline, I would mail them a potato. Talk about getting under someone's skin, they play offline for a reason.
