3. Generic Houseguest "sets". Imagine 2 NPCs playing Tales of Tribute while a third watches; or 3 uniformed guards on patrol; or 3 fisherman, one fishing, one fileting & the third prepping a line; or 3 NPCs drinking and talking amongst themselves.
Maybe let us set the race (so whether you're building a Nordic hall, a Khajiit caravan or an Orcish stronghold, we get the appropriate race-swap on the bodies). But BOOM, you'd sell entire towns worth of NPCs if we could have little group interactions.
