But with each chapter (aside from the chapters getting thinner and thinner in content) it has become more and more of a chore to both get the furnishing plans and the materials needed to then craft them.
Since this seems to be quite deliberate that it becomes harder and harder to do housing, my decision to leave must stand. I'd hoped that Gold Road would be able to change my mind, but I don't feel like being a cash cow for lazy programming.
I'll keep an eye on the forum and maybe, if things get better, I'll reconsider. Right now, not even the prospect of owning new homes is enough to keep me as a paying customer.
Keep having fun at the customer's expense, ZOS, if that is what you feel is the right thing to do. But don't expect the customer to reward you for this.

It is still accessible after the quest. It's a little more work than the Inn, but if you run across the street (5 seconds) and enter the catacombs it will reset the barracks. There's one backpack in the catacombs first room so it's not a total waste
Please don't argue with me. I've been farming plans a long time, and yes, there are cooldowns. If you have something constructive to add, go ahead, but cooldowns exist.

It was my impression that later on (exact time is unknown) in a chapter, they “turn them on” as possible loot drops from chapter dailies.
So I guess when they determine that people stop killing wb’s they will turn it on as daily quest rewards?
Isn’t that what they did with high isle, Etc?

Loot containers until you get a green and a blue FURNISHING plans. Once you have them, switch to another toon. Ignore blue and green provisioning recipes. Yes, these blue and green will not necessarily be new plans.
Yes, you will get a lot of trash in the process. Personally, I have autoloot on and sell all of the trash to a merchant when inventory gets clogged.
If you are seeing that you are getting a bunch of white furnishing plans, it's unlikely that you will get another blue on that toon. Hence the suggestion to switch to another toon.
Once I'm done with all the toons that are involved in farming I go and do something else. I do not know how long a cooldown on blue plans is, but if I return immediately I know that I will be getting all those white trash plans. So, no point in doing that.
