The reason why some of those corpses don't despawn is because they turn into containers which have items, usually treasures you can launder/sell to level up your Legerdemain. If people don't pick up those items, the corpses stick around.
Mind you, I have picked corpse clean and it immediately despawns it for me, while others report it sticks around for a little bit. I'm not sure the exact coding situation as to why some corpses take longer to despawn and others, but I'd bet real money it's tied to them being containers. Oblivion and Skyrim have similar issues.

Then the solution would be simple would it not? Despawn any remains as soon as the fresh mob spawns. No need to bother with separate timers. Spawn time reached = clear all remains + spawn new <whatever>
This, and it can be handy, I was once killed in IC made my way back to the old location and looted couple of bodies I killed while finishing quest for district. Now this is mostly an IC and sever issue but can imagine some get killed on an world boss and select wayshrine by mistake.
