One such possibility could be that this prince is the deep black ink made manifest from this torn page of the Oghma Infinium found in a muniment chest in the archive
Tho'at is likely a reconnaissance agent working for Ithelia, that is scouring the Archive for information on Ithelia herself or any means for assisting Torvesard in bringing her back.
It is difficult to say whether she will ultimately find anything. Hermaeus Mora makes it very clear that he wiped her memory "from existence", and that the only surviving information on her was within his own mind. Torvesard is thus driven to the lengths of entering Hermaeus Mora's memories in order to find the information.
It's been established that the planes and the Princes are synonymous however - Hermaues Mora is Apocrypha. So it's not completely out there to suggest that he is hiding more information on Ithelia, and that this could be found in the Archive.
Nowhere currently has stated that Ithelia had been killed, or removed from existence - only her memory from everyone else's. This means she could have simply been imprisoned, perhaps even in her own realm, and simply made inaccessible to the wider Aurbis. This could explain how Tho'at is even here at all, instead of manifesting from seemingly nowhere.
Time will tell!
