✭✭✭Hircine's Fortitude used to have a heal over time. Here's an example screenshot, taken from a build video from 2015:
Hircine's Fortitude can still be allowed to scale off of Maximum Health while having a heal over time, and it could even be allowed to heal a second target, if the tooltip for Polar Wind is anything to go off of:

It would definitely help WW to have some kind of HoT besides the life leech from claws of life.1
