Yeah, it's a bit odd and it's quite unlikely that someone will gift a million gold. On the other side they are just asking and doing no harm, so it's definitely not against ToS.
Just put them on your ignore list, if you feel bothered or deactivate zone chat completely. The latter also helps with the countless guild advertisements and crown buying inquiries. (I did so, because both is annoying me although it's not against ToS either.)

I haven’t seen that and indeed, it would not be so easy to do as old posts don’t just disappear, etc.
Now, another person ask for stuff worth over 20k CROWNS on forums and nobody talks about it. Does the thread name "Gift Exchange" rly justify such requests? The fact that ppl are "invited"? That amount of money would put food on my table for entire month.

It's not an exploit, per se, but there's no way to know if it's a real request or just another unscrupulous gold seller looking to con soft hearted players during the holiday.

I reported them and will continue to do so every time I see this happen. I hope ZoS takes this seriously. This is much worse than some of the things players have received social bans for.

It's not scamming. Someone asks for something (for free), someone else can choose to give it to them, or not.
There is nothing ZOS needs to do about it.
There are those that beg for 1 or 2 alchemy mats for example. I will usually send that to them. If they offer to pay I decline the gold.
As for the gold beggars, I used to interact, or reply in Zone chat what they can do to get the gold quite easily in-game. I realized that wasn't a good use of my time.
I simply pay them no mind. Whatever is rolling through on Zone chat I don't have to pay attention to it. If I spot someone advertising Gold or Crowns for real-life funds I do report those, but that isn't begging and not the point of this topic.

if there is a scam, it's coming to the forums and trying to rile people into a frenzy about people doing things in game that are not a violation of the tos. Imagine inciting people to take action against someone for successfully playing the game? scaming people into buying into their ideology is the scammiest thing of all in my mind.
Spamming, flooding [posting repetitive text], thread bumping, trolling, baiting and any other disruptive behavior will not be tolerated. Purposefully circumventing any profanity filter or otherwise cursing or using profanity is not permitted

Earlier I said this beggar spams as much as the gold seller bots. I was wrong. He's worse than the bots because at least the bots don't spam up the DLC zones.
Again, I know we can just ignore him, but this kind of begging is seriously beyond anything I've ever seen in game and I've been playing since launch. This guy has now upped his begging to 3 million.
It's obvious at this point he's not only a liar, but it seems like he's a troll too because when he spams zone chat, it causes arguments so even if I put him on ignore, I still have to see the consequences of his scummy spamming.
I'm not turning off my zone chat because of trolls and I shouldn't have to because it's there for us players to communicate with each other, not to be abused.
I agree with the OP. I don't want this extreme begging and spamming to become the norm in ESO.

But if people can afford it, and it brings them joy to give, why to give to those who appreciate it as well? If that’s not your thing, totally fine!
For me, Christmas was fun as a child but I’m really not into it now, kind of neutral about it overall to be honest. But I participate in the thread because it is one way that I do feel something of the holiday spirit. There are no obligations or expectations to disappoint. I enjoy finding a request that I can fulfill, and if I can have some creativity in doing so, all the more so.
I think it’s not about the amount, but the intention.
