I don't think so. There would be no point in taking any proc set into the archive. Even worst flat dmg sets would out perfrom the best proc set after taking a few offensive visions. And what about the proc that crit? Taking crit buff visions will increase the crit chance or not?

Do visions not buff procs?

I never said anything about visions (plural) not applying to procs (full stop). I spoke only about "the vision" (singular, the one you mentioned) not seeming to extend the duration of proc buffs (buffs only, nothing about crit chance or damage or anything else), which was the particular issue you pointed out. Most procs don't give a Major or Minor buff, so there would certainly still be a point to taking proc sets in general (if visions in general do apply) even if this one vision failed to extend the duration of buffs granted by a proc set.

It is very possible that visions apply to procs generally but also that there are exceptions. We know, for example, that the "procs don't proc procs" rule works in such a way, since it has long been the case that proc sets do indeed proc procs like status effects (but not the reverse). So clearly ZOS can have general rules (such as, perhaps, that visions do buff procs generally, in terms of damage, crit chance, crit damage, etc.) but also that they might intend to have exceptions (such as visions do not extend the duration of proc buffs). That is why I'm curious to find out what the case is here - especially after the recent issues with Jorvuld's extending Major Heroism from the DK class set, which may have impacted their approach to extending the duration of named buffs applied by proc sets.

im pretty sure thats intentional, as that skill gives major resolve, the other effects are likely tied to that

the PC patch today should have fixed the issue of this vision not buffing the major and minor effects from some proc sets
