Video Requirements Changed ? (PTS stutters Live does not)

I know ESO changes requirements over time (except in the documentation which misleadingly still claims on steam it will run in 5MB) but it is very noticable on my system that on live I get smooth steady video but on PTS even when there is not much going on (eg during the intro questline) the video keeps stalling for a second or so. Everything else continues and then video jumps to what is happening. An 8MB RX580 isn't exactly new but it's hardly low-spec either and it's running with a 16 core AMD 5950X so should not be short of CPU.

Anyone else seeing video stutter/jumping ?

no.

and if any game stutters, it has nothing to do with video, it is usually ram or cpu issues (for example, game of the year 2022 was stuttering at launch on pc for most people, which was not the case for me with my manually tweaked ram timings, and in case of any mmo game, it is most likely cpu bottleneck due to amount of calculations).

(and ofc hard drive, nowadays it is hard to even rotate camera without ssd in most games, but if u have one, should be no problem)

The machine is running with chunks of idle CPU and it runs the Live completely smoothly so something has changed.

In fact I found out what after a bit of experimenting and it's kind of weird

If I leave leave stuff like Discord or web browsers running on the second monitor it's fine. I can move them under the ESO screen and it's fine. However if I leave the launcher open then the stalls are the launcher doing the sliding cycle of images. If I close the launcher the stall goes away.

Quite what is going on to make that the cause I have no idea. It's clearly not something simple like memory or GPU bandwidth because the Discord (chrome) engine is using far more resoruces than the launcher does. Anyway it's no longer stalling if I close laumcher so all is good

Neither I nor my GF have experienced a difference between PTS and Live over the past two days.
No stutter on either.

We both run GTX 970s.

I'm not seeing the problem being described; PTS works the same as Live for me (Radeon RX 580 and Ryzen 3600).

Are the graphics settings different?

No I double checked all the settings. Appreciate all the feedback - now I know it's just something freaky specific to my setup

I jumped in Monday without addons and had massive stuttering in every zone I went to, and I normally don't lag at all. Thinking maybe it was my computer, I logged off and went back to Live where I run the game on maxed settings with 100+ addons and had no issues at all. There's definitely something up, I just can't put my finger on it.
