Also an problem in dungeons people are speedrunning.Well, it's not a flat "no" - but when I need to get somewhere (surveys etc) I'm not in sightseeing mode. When I AM in sightseeing mode, fine, but I don't want to have to micromanage stam drain on a regular basis just getting from one place to another.
Also would be pretty painful in Cyrodiil maybe - I'm not sure if they'd mess up the riding stam at the same time.
And, not everyone has any interest at all in "exploring the world more slowly and thoroughly" - that's a "you" thing, not everyone who plays.

I think it'd be appropriate for the non Sprinting top movement speed as well as jumping to slowly drain Stamina. Leveling up would increase an Endurance Stat which decreases the amount drained. The costs of moving at top speed makes us prioritize walking, making us explore the world more slowly and thoroughly.

Walking for exploring the world would be more appropriate in a game where you visit each location (sub-location as well) only once. It is not so fun when you are expected to visit the same locations multiple times a day. I mean, it is understandable to take time and explore for example Alinor while walking when first visiting it. It is not when you have been there for the last 1000 days and want to do daily writs, daily quests, visit a bank and so on.
