Without it being some Evil Conspiracy by ZoS to "force" you to buy tickets from the Crown Store.

I am not new, I started playing again. But yes, could be true. I don't know which stuff is new this event and whats old.
However if all the stuff for event tickets from the Impresario right now is in fact new, then I am still standing with my point.

Of course, the indriks are a returning/second chance thing. They're intended as an opportunity for people who missed them when they first came or are missing a part or two, to complete them. They're above & beyond the calculations for "how many tickets are available this event season".
In the end, if you choose to be a 'completionist' in an MMO or other live-service game, you're going to be fighting an uphill battle. There's always more stuff that you won't be able to get. And the game isn't necessarily going to balance itself around 'get it all'. (because then it would be too easy for the "just want some things" players, who will get bored and leave, because they got what they wanted.)
