As someone devoid of the slightest trace of pvp skill and who blows up at the slightest hint of an attack from anyone who has seriously played pvp longer than an hour, I say absolutely not.
It should be done like in New World, I don't like the game much (and haven't played it much) but I found this a kinda good idea: you can PvP all over the place but you need yourself to flag for it - with all advantages and inconvenient, Cooldown times etc.

By all means wear them So I can know whom to target first. Youre not entitled to safety in Cyrodiil

I dont PvP and I think Ive ever been attacked once while doing a scouting mission. If that time I went through a gate at same time as enemy emperor crowining zerg does not count.
