Played since the 30th with my partner and myself. We've hit maybe five quests total we couldn't progress past, ZERO of which stopped us from playing the game.
Please help us, ZOS. A GM logging in and helping us out would suffice while you work on the real solution.
This is a really serious issue. I've tried every known conceivable permutation suggested here and then some with absolutely no change to help a friend through this who has this bug.
If people can't get through this it's an absolute show stopper as they'll be missing massive amounts of the game.

IE the low lvl mages guild quests where everyone had to share the same puzzle quest at the same time of whoever was in the area at the time.

She didn't say the fix was ready. Keep an eye on the patch notes every time the servers go down for regular schedule. Until then do not expect a fix, because customer support has put us all on the back burner since this bug appeared.
I absolutely do believe they are working on a fix and will fix it when it's actually fixed, but that means we have to wait until the upcoming maintenance days (sundays and tuesdays) until we finally see the patch notes and eventually the fix that comes with it.
I'm just as frustrated as you are, but the problem has been identified and is being actively addressed by the developers, and that is literally all we can do as Customer Support will continue to prove useless in this scenario.

Not to play devil's advocate, but @ZOS_GinaBruno said they are still working on a fix, that doesn't mean they "have a fix". It could be another week or two before the developers feel confident the fix they are testing will work and not interfere with other bits of game code.
I'm all for having this fixed immediately, as I still contact Customer Support on a daily basis to try and get this resolved individually via GM, and obviously as I had stated previously, I've been and continue to be active in contacting people higher than CS for help. That being said, @ZOS_GinaBruno letting us know that a fix is in the works and that it's being tested warrants some patience and trust on our end. I would give it until the end of the week until we should be /really/ concerned. I'm not saying that the wait is too long already for what is essentially a complete shut down of player-progression, but we will have to be mature and wait a little bit longer.
What we can do now is act mature, patient, and hope for a fix (and definitely compensation) for lost game time. But now in the middle of testing a fix is not the time to panic.
Yep. I bypassed this. It isn't actually progress-blocking if you can get to Cold Harbour. Which, I did. So, I found a fix for myself for now.
