How was it a flop, everyone I see ingame uses them and Companion gear (Blue and above) still sells well on traders.
Most people who cared about end game just threw them away once they got all the associated achievements. They were annoying & useless.
See, the few people who "care about end game" (I guess that's veteran trials, harder achievements etc) are not the majority of the players who bring money to ZOS' table. The majority of players does enjoy questing, housing and the like. As an endgame raider (have quite a few trifecta achievements with my raid groups) that's tough but important to understand.
The social guild I am in does world boss runs and fishing together for example, those events get way more people online than the casual trial runs our me and the guild master are offering.

You do know ESO is lacking in the leisure activities department right? there is more to the game then combat and adding new features like this increases the games depth rather significantly, this adds more things to do.
I’m not judging the card game before I see it, but at the same time we haven’t gotten new combat-related stuff since the Necromancer class in Elsweyr. That was in 2019....
Still really hyped for the chapter announcement! Maybe they’ll still surprise us with a new combat skill line somewhere.

Who says it’s the main selling point? It’s a bit of additional fluff that’s all.
Surely the main selling point of a Chapter is … the Chapter… isn’t it?

I hope this is only because ZoS is fixing the server code and there will be big changes in the future. But... But... I just don't know what to say.
We already have one card game with Pacrooti.
Card game = PvP that is not plagued by lag and desync.

The chapter’s system is a card game but there is a chance a new weapon skill line (One Hand and Rune, etc) could be added as a base game addition.

This would still have to be locked behind the chapter and used as a selling point, even if it would technically be integrated into the base game. And would therefor be in the bullet points datamined, great if we are wrong on this, but unless they are going to great lengths to bait and switch including having downtime to do it...

The systems like the Antiquities and Companions are things that you can use in all your game activities (expect PvP in some regards). If the card game helps give you good rewards or something of worth then great, but if it’s entirely stand alone and just a leisure activity, then it shouldn’t be a *main* addition. You’re instead adding a new thing that will just pull more people from wanting to run main content.
Again I like the sound of it a lot! But not as the primary addition. I’d also like to point out to people that while we can also get something sneaky like the champion point redo or the sticker book, those are entirely unrelated to the chapter.

Well, I'm going to approach it with an open mind. It could possibly be fun. Possibly. But I mean, unless I can earn something I can actually use in main PVE gameplay, I'm not going to give it much attention.
