Or they could just be cool about it and not feel they need to monetize every single part of the game, and just put them up for sale regardless. But heck, I used Lord Warden as an example, it is part of the base game and has been almost since it's release.

I don't feel they need to increase the number that The Golden offers, as 2 per week is fine really. There are 48(?) Monster Sets in the game, 52 weeks in a year and 2 sets offered per week. Which basically means if every set was in a static rotation, both the head and shoulders would show up *at least* once per year.
Not to mention this would drain up to 31.2 million gold from the game per player, which would go a very long ways towards curbing inflation, by not only removing the gold from those that have it, but by taking a ton of it out of circulation from those saving up to get a set they desire.
I also suspect if ZOS changed The Goldens coding to only sell you sets you own the content for... they could use this as a monetization thing (as much as I disagree with their rampant monetization practices). Say Zaan finally shows up, but is greyed out because you don't have ESO+ or the Dragon Bones DLC pack, what do you think the player would do? IMHO if they really want the set and despise that dungeon or are have failed so many times they gave up (as many have), they would either sub or buy the DLC to get it. And that wouldn't be any more PTW than it is now.

Sorry, I don't follow that logic. They can already be bought for either gold or AP, and removing the gold bit would invalidate it as a gold sink, which this game desperately needs more of, not less.
Many dlc dungeons have been nerfed alot. It's not hard to just run it to get the helm. 9 out of 10 pug groups can clear any dungeon these days. Just queue instead of waiting week after week for golden.

Not fun if you're running pve support build and others pvp builds. Not only do I get killed alot, I also get hate and insults from my own teammates because make them lose. Then I'm being told in forums to learn to pvp and change my build lol. I can tell you the same thing. Would you learn the dungeon mechanics and change your build just to get helm?

That is a very bad analogy. If you took what I said into consideration, where I am willing to wait for what I want to come around, you can do the same. Just keep collecting those daily login rewards until you have enough AP to buy the skills you need. Not to mention, there are (mostly) non-PVP ways to earn a ton of AP, like repairing walls/doors, where you have literally zero chance of engaging in PVP if you have your speakers turned up to hear when someone starts sieging... then you simply port out and go repair another keep from the inside where you are nice and safe. So no, you are choosing to PVP, it isn't forced upon you at all.

Repairing walls is very time consuming. It would take days in Cyrodiil to get barrier unlocked. But it would only take you 30min to an hour to run the dungeon and get your helm. You choose to wait months for golden instead.
I definitely agree with having more variety in The Golden, both in terms of monster sets and in golden jewellery.
But if I may ask, without trying to derail the topic, why is it you don't like doing dungeons? Is it trying to find a group who can do it? Do it without wiping for hours? Do it fast/slow/paced? Dungeon design? Lore? Mechanics? Something else?
