Hrothgar’s Chill is a Balanced Set

    Its not the damage that made it broken op, it was the aoe. A set that is meant for killing the tankiest people in cyrodiil needs to hit hard, just not on normal playerss. Its the problem that knight slayer has. Meant for killing big beefy walking hp bars, but hits for not even enough damage to scare a glass cannon. If someone has 100k hp then the set made for killing them needs to hit like 20k damage in order to be effective. A guy with huge armor needs to get slapped with hrothgar level damage to even feel it. Zos just need to learn to not make these sets hit that hard on the normal players.
