Is the Flaming Horse the Mount you get for the Sunhold Vet Trial Hardmode No Death Achievement? You know the one, that only a handful of people have ever got?
Or is that mount a cat, that might look like this horse?

What's being referred to here is just a flame atronach horse that a merchant has with him.
I visited the horse and it was standing near a large pillar. I'd check if the merchant spawns inside that pillar...
