Come on now. You are making excuses. You know as well as I do that there are reputable Discord groups for crown sellers with feedback if you want to buy crowns safely. More importantly a DLC pack like Clockwork City costs 1500 crowns....that is 525,000 gold at a(fairly common) current exchange rate of 350:1. If ANYONE in this game doesn't care about gold and has less of it than I do, I would be shocked....but look at it this way...that is 15-20 potent nirncrux to farm to get enough gold....you can take a couple weeks farming the stuff an hour a day and have that. Even now I have something like 150k gold on my main toon and the only gold I ever get on that toon is what I get from selling garbage whites in dungeons to merchants...I average 100k a week doing that nonsense...not trying at all. The point is, if you wanted these DLCs and chapters, you would have them...the more likely scenario is that you want to complain about not having them. I don't know how much time you spend playing the game...but look at in terms of real money...1500 crowns is $15...that is 2 hours work at near minimum wage....people are willing to spend countless hours farming whatever set or lead, or item they are looking for(which is work in itself) but aren't willing to work for a couple hours more in the real world to get more content? Nope. Like I said....its an excuse that gives you cover to take the moral high ground and vilify the "evil corporations" like ZOS. Its like those people critical of everything Jeff Bezos does..all the while buying stuff off of Amazon left and right. ZOS is not requiring you to buy their DLCs, and you have endeavor options that have nothing to do with DLCs....and endeavors are free stuff anyway...you really do not have ground to stand on to complain about it at all.
that starts to increase the ones people have to go out of their way to complete. add in dlc ones, pvp ones, pve ones. so those that don't have dlcs and either don't like to pvp or pve will be forced to do content they don't like for seals. i have the dlcs and i like both pve and pvp so doesn't really concern me much but there's plenty of players like that.
It’s evident from some of the latest endeavors that ZOS is coaxing people toward either getting the subscription or at least purchasing DLC. Today’s DLC based ones are excavate two antiquities, so anyone who does not have Blackwood is eliminated, and complete 1 heist, which requires the Thieves Guild DLC, along with enough progress in the skill line to run them. There are three non-DLC options available, and two of those are trivial, but complete 1 Bruma daily will turn off a lot of PVE players, especially with people specifically targeting questers for this event.

So far I haven't seen any daily which makes me go out of my way. Completing some vet group trial would be the first daily that I would most likely ignore. I wouldn't complain about that though.
For example, I willingly do Heists on 5 characters every day when I actively play... So today's 1 Heist with extra reward (Seals) was like a vacation for me
Excavating antiquities is also very trivial thing - getting leads from different sources few times a day is normal. Most of time I don't even excavate and let the lead sit in my journal for long time. Today would be good day to finish some of them. But I did Woodworking deconstruction instead - I really prefer to excavate my leads later...
Also, those who don't have DLCs or are "forced" to do different content for Seals, can't blame anyone that they can't get Crown Crate items for free.
Many people had to spend lot of money on those items. While other people complain about doing some simple daily tasks to get those items for free after some time
There are 3 base game options every day, that's already generous and conveniently enough to get all daily Seals.
Dark brotherhood (blade of woe) endeavour didn't annoy you, but this yes?

DLC content is still content. It makes sense to have endeavours encourage players to visit those areas too.

Yeah. It’d get stale for me if it wasn’t making use of all of the zones. On accounts that don’t have access to DLC I just skip the Endeavours. I spent my first seals today. It is a good system, whatever the motives behind creating it were.

If you don't own the DLC or subscribe and don't like to play either PvP or PvE I think you have to accept that you're going to miss out on parts of the game because you're, well...missing parts of the game. At least with endeavours there are other options and if you don't get todays you can always get them another day instead, it just means it will take you a bit longer to get enough to be useful.
It would be nice if ZOS could offer more of a range or tailor them to the areas players have available, but as other people have said I suspect part of the reason for the endeavours (like event tickets) is to push players to try a bit of everything, and possibly to make purchasing additional content seem more appealing.
I agree with this. I was surprised at how easy they made the system, especially because I think they did it to be legally covered for ways that you can acquire loot box items in game, and let's face it, it's not in their financial interests. But so far the endeavours have been really easy, especially ones like 'sell 15 items to a merchant', 'make 5 provisioning items', and so on, and they've included actitivites from many aspects of the game to try and give us options. The thing is they can't accommodate everyone unless they include 100 options, because people play in all sorts of different ways, and there's always going to be someone going 'Oh, I don't do any of that', but at the same time, they never said it would be zero effort, so I don't get all the complaining. It's like snobbing a gift horse.
I had already completed the endeavor so couldn't test, but since multiple people are reporting it, I'll trust it's true. I imagine it was changed because the Precursor is a "dummy" not a "foe". In the same way, I imagine killing a 3m skeleton doesn't count for a skeleton foe endeavor, though again I haven't tested to be sure.
I noticed this the other day as well. It makes me wonder if they’re only going to let us craft DLC set station gear from the original station for those endeavors to count, too. It’s the same workaround to use someone’s attuned station when you don’t have the DLC.
I fail to see how the Precursor isn’t a Clockwork construct. Most of his parts are called “Construct’s [part],” and he’s made in the Brass Fortress. He is *the* Clockwork Construct. If he is going to be an exception for the endeavor, then the description should be updated to exclude him, because otherwise it’s inaccurate and misleading.

I went to Cyrodiil thinking I could find a keep under siege and be able to rez a player for that endeavor. While I was there I dropped my ultimate on the door and got the kill a player endeavor as well. Added bonus I got the achievement for killing a grand overlord and all I did was drop one ultimate on a door.

Oils and siege are your best friends for those.

The PvP-based Endeavours aren't compulsory, indeed Endeavours aren't compulsory.

I'd be really mad if someone gifted me a horse. What the heck am I going to do with a heckin horse. There was some kind of cultural thing - in a country I don't remember - where the king, or emperor would gift you with an elephant. But that meant you were like doomed, because basically all your wealth went into care-taking for this elephant, and you would be driven to poverty trying to keep the ruler's elephant alive. I'm probably misremembering most of this, but I've never ever been wrong ever before.

I completed that endeavor in the Halls of Fabrication, which most people are going to own as it is now included with the base game. The first pack of mobs are Clockwork, and I could do it even on a low level alt with crappy gear and limited skills. If new players still can't tackle that first trash pack they can team up for it, it is a group instance after all.

To add another interesting data point, I completed the "Kill 10 Foes with Weapon Abilities" on the Precursor, but then I believe even killing critters counts. I expect this flavor of endeavor to be changed in the future to so that only enemies that can agro and fight you count towards it.
