I would love if "chapters" always included at least 1 additional character slot (even without new class)
It would add more value. For example, I have no interest in companions - but I would pre-order Blackwood if I could get even 1 more character slot for it.

I never understood. My crowns are shared across servers, but what I purchase with my crowns is not? And then add on all the achievement related stuff? Very frustrating.

Before the Necromancer class came out, I had 8 slots, plus 10 more expansion slots available from the Crown Store.
When the Necromancer class came out, ZOS gave me 1 of those 10 expansion slots, such that I now have 9 slots, plus 9 more expansion slots available. The Crown Store shows that I've "purchased" 1 of the 10 expansion slots, but I never puchased any.
Players who had already purchased all 10 expansion slots did not get anything; only players who had at least 1 unpurchased expansion slot were given the free expansion slot.
Anyone who owns Elsweyr will get one free character slot, and everyone (regardless of owning Elsweyr) will be able to purchase up to two additional slots.

I assure you that the 1 "free" slot I received was 1 of the 10 that were available through the Crown Store, now leaving me with only 9 additional slots that I can buy, which would give me 18 in all if I were to buy them.
I have no idea how it worked for everyone who'd already bought all 10 slots and were sitting on 18 characters. It sounds like you're saying that those players now have 19 slots, and possibly as many as 21 slots, but I don't think I've ever heard anyone talk about having that many-- it's always "Let us have more than 18, please!" And I thought I remembered that when they gave out the "free" slot, that players who already had the maximum of 18 characters were unhappy because they didn't get 1 more?
I mean, I can't refute what Gina said-- if that's what she said, then that's what she said. But you're absolutely right that I don't remember it that way at all.

I'm looking on the UESP wiki right now, and the page about Crown Store Upgrades says that there are (were) 6 extra slots that could be purchased: "Extra character slots can be purchased 6 times."
But that page was last update in 2016, and the Morrowind chapter came out in 2017, so I guess the number was increased from 6 to 7 for the Warden class?
I didn't buy ESO until shortly after Morrowind's release, so I guess it was always 7 for me.

People ALREADY grind writs on multiple accounts because, as you yourself say in the exact same post, new accounts are cheap.Capping character slots isn't going to stop people from grinding writs. I'm doing writs across seven accounts over PC NA and EU--gotta get the gold to buy those player houses somehow. Then I'm going to KEEP doing writs across seven accounts, so I can live out the philanthropy lifestyle I'll never know IRL and help other players buy things they can't afford. (Though I'll probably be stingy with my gold whenever the one involved is a player who complains about other people getting to have things just because said player don't want those things themself.)
